SynopsisThe Airport Facilities Design Manager reports to the Airport Development Program Delivery Director and is responsible for the design management of various facilities on the airport campus. Scopes of design will encompass Bus Yard charging facility, Facility Maintenance yard relocation, parking garages (new and retrofit), plus other misc. airport support facilities. The characteristics of the candidate shall include a solid understanding of airport terminal functions and assets such as passenger processing, baggage processing, airline operations, and aircraft/apron requirements. The individual must be knowledgeable in all design deliverables and be able to recognize quality vs. incomplete design work and take appropriate actions accordingly. The individual shall be driven to “think outside the box” and find design solutions while collaborating with stakeholders and designers.

Project and Position DescriptionThe Airport Facilities Design Manager establishes and monitors procedures for engineering review activities to ensure they are done according to best practices and the design standards identified in the Contracts. The Airport Facilities Design Manager shall oversee design support management, scope of work management, design review and approval, permitting, agency coordination support, and building information modelling (BIM) coordination. The Airport Facilities Design Manager supports the Airport Development Project Managers in providing oversight of the designers and design-builders designs including architectural, structural, mechanical electrical plumbing (MEP), civil, utilities, and IT disciplines per LAWA standards. The Airport Facilities Design Manager oversees the various design activities of the Terminal Refresh TBIT project.

Overseeing the review and approval of technical documents (DRT process)Lending expertise to manage comment resolutionFacilitating meetings and be the technical liaison between the Developers/Design-Builders and ADP Subject Matter Expert teamsWorking with the Airport Development Project Manager in defining, reviewing and/or approving design requirements, responsibilities and program consistencyProviding guidance to the Airport Development Project Manager should design requirements contained in the project documents not be clearly definedProviding technical review of changes to scope of work for each projectEstablishing submittal approval procedures and ensure uniformity of review approachAuditing project team comments and designer responsesMonitoring compliance with architectural and engineering guidelines for the Airport Development projects ensuring consistency and quality in designMonitoring permitting information and the permitting process required by the design teamSupporting the Airport Development Project Manager to ensure design reviews are completed on time and within budgetDeveloping and maintaining the Airport Development project scope tracker to verify that all scope elements are accounted for and have been or will be assigned to a projectProviding guidance related to the functional requirements contained in the technical specifications or other project documents supplied by LAWAMonitoring BIM productions of all designers and contractors according to LAWA BIM Standards, the BIM Execution Plan, and needs of the Airport Development projects. The Airport Facilities Design Manager is responsible for working with LAWA’s Central Building Information Management (cBIM) to develop the strategy for BIM implementation and reviewActing as technical liaison for the design review processes and comment resolution in coordination with the project manager and the Design Review Team (DRT)Providing technical support and coordination between the Airport Development project team and other ADP project teams for program consistency across all disciplinesProviding technical support for adjacent LAWA projects as required to ensure accurate interfaceProviding technical coordination for project consistency across all disciplinesPreparing and reviewing briefings, meeting agendas, and supporting materials for various meetings including Board presentations, Steering Committee meetings, Stakeholder outreach, and other TDIP meetings

Hardware/Software KnowledgeProficient in Microsoft Office Suite and BluebeamFamiliarity with Project Management Information SystemsAbility to work in CAD or REVIT a plus

Professional Experience Level/Other Qualifications15 years or more experience in managing the design of large, complex building projects, utilities and infrastructure improvements, preferably on airport projectsDesign management of complex aviation improvements experience requiredExperience managing a team of design professionalsExperience with projects more than $100 million in valueExperience with various delivery methods, including Design-Bid-Build, Design+CMAR and Design/BuildProven ability to perform in a management capacityExcellent written and oral communication skills and a thorough knowledge of industry practices and regulationsMust have a self-starter attitude with proactive, results-oriented focus; and willing and capable to assume additional responsibilitiesMust be able to interface with a variety of people with different technical levels and educational backgroundsMust be detail oriented and highly organized

Education/TrainingBachelor’s or Master’s degree in Architecture, Engineering, and/or related field requiredProfessionally licensed Architect and/or Engineer strongly preferred
