As set forth in the Pitkin County Home Rule Charter, the County Attorney serves as the chief legal advisor to the BOCC and County Staff. In so doing, the County Attorney prepares and renders legal services, advice, and representation to the Board in legal proceedings and ensures compliance with federal, state, and local laws. In addition, the County Attorney routinely provides legal advice to Pitkin County elected officials, department directors, and citizen boards on matters representing the County. The County Attorney's job responsibilities also entail leadership and staff oversight for the Attorney’s Office.Responsibilities:

Provide legal counsel and advice to the Board of County Commissioners, county departments, county staff, and elected officials on various legal issues.Represent the County in civil litigation, including preparing pleadings, conducting discovery, and presenting cases in federal and state court.Draft and review contracts, agreements, ordinances, resolutions, and other legal documents to ensure legality and compliance with applicable laws and regulations.Prosecute and defend all civil and criminal (when statutorily required) actions and administrative proceedings in which the county is a party.Guide legal aspects of county policies, procedures, and operations.Advise on land use, zoning, environmental law, public finance, labor relations, employment law and water law.Conduct legal research and prepare legal opinions and memoranda.Hire, oversee and manage the work of Deputy and Assistant County Attorneys, a paralegal and administrative staff and prepare the budget for the County Attorney’s Office.Collaborate with external legal counsel on specialized legal matters as needed.Ensure compliance with state statutes and federal mandates, including open meeting laws and public records requirements.Attend and participate in meetings and executive sessions of the Board of Commissioners and Citizens boards and commissions as required or directed by the BOCC; manage executive session agendas and public posting requirements.Support the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintain confidentiality of work-related issues and County information; perform other duties as required or assigned.Minimum Qualifications:

3+ years experience as a Director in a department or function or equivalent combination of education and experience.10+ years of progressively responsible experience in area of expertise, specifically with two (2) years of experience practicing law in Colorado per the Home Rule Charter.J.D. from an accredited law school.Admission to and a member in good standing with the Colorado Bar or authorized to practice law in Colorado.Must possess and maintain a valid Colorado Driver’s License.Knowledge Of:

County organization, operations, policies, and procedures.Principles and practices of public administration.Organizational development theory and practices.Modern technology, systems, and software designed to assist in the computerized management of information.Legal, ethical, and professional rules of conduct for government officers.Principles and practices of public sector administrative management, including personnel rules, cost accounting, budgeting, contract management, and employee supervision.Techniques and practices for efficient and cost-effective management of resources.Methods and techniques of research, analysis, and report presentation.Principles and practices of conflict resolution.Skill In:

Developing and executing strategic plans.Applying logical thinking to define problems, collect data, establish facts, and draw valid conclusions.Drafting clear, complete, accurate, and logical written and verbal communications.Researching, compiling, and summarizing a variety of information, data and materials.Planning, organizing, assigning, directing, reviewing, motivating, developing and evaluating the work of staff.Work is performed in a standard office environment.
