Program Director

for an anticipated USAID-funded Digital Health, Health Information Systems, and Data Use project. The project will aim to advance partner countries' national health information systems (HIS), digital health ecosystems, and optimize the availability, quality, and use of information to achieve national and global public health objectives.The Program Director fulfills a critical role providing executive leadership to the project team in leading strategy development and program implementation for country programs that help achieve project objectives. This position will represent the project and PATH internationally, nationally, and locally. Additionally, the position will be the primary liaison between PATH headquarters and project offices, as well as the partner organizations in the consortium, and will help to facilitate cross-program synergies and participate in key organizational initiatives.This individual will beresponsible for reporting and meetings with the USAID designated Agreement Officer's Technical Representative as well as provide vision, direction, leadership, and overall management to the award.Please note this position is contingent upon award to PATH and approval from USAID.ResponsibilitiesProvide management leadership (programmatic, financial, and administrative) for the project ensuring full alignment with national and international standards and USAID requirements.Provide overall leadership and ensure quality of the project, ensuring the achievement of all project deliverables and targets in a timely manner.Represent PATH and build and maintain excellent, productive relationships with USAID, project partners and national government counterparts (e.g., ministries of health and regional health bureaus) and other relevant stakeholders.Exercise sound financial management skills including effective project spending.Uphold the standards of PATH to lead a high-performing team; ensure strict compliance with USAID and PATH policies, regulations, and internal controls.Provide vision, overall leadership, and guidance to the project staff.Bring technology, analytical, and process innovations to all activities.Provide credible, articulate expertise in the following technical areas:Introduction and scaling of digital technology in low- and middle-income countries.Application of digital technology to strengthen health systems and services.Deep understanding of digital and data governance and experience building leadership in-country.Data use capacity building techniques and strategies.Identify obstacles and risks related to implementation in a timely manner and implement strategies to overcome them.Lead collaboration and network development activities with national, regional, and global partners.Lead development of project strategy at regional, country, or sub-country levels as necessary.Supervise and oversee the work of project staff, partners, and subcontractors.Guide the learning agenda for the project, use lessons learned to modify project approaches and strategies, and disseminate findings.Review technical materials to ensure high quality products.Required qualifications and experienceMinimum of a master's degree in public health, public administration, public policy, international development, information technology, health informatics, or a related field.A minimum of 15 years' experience working in an international context.A minimum of 10 years' experience successfully leading international development projects of increasing scope and complexity, ideally with data and digital components to the work.A minimum of 5 years' experience working in a leadership role on a USAID project.Demonstrated competency in leading geographically dispersed teams.Demonstrated competency in management, leadership, decision making, and diplomacy.Demonstrated success in leading organizations and people with diverse backgrounds and skill sets to achieve results.Demonstrated ability to liaise with and maintain effective working relations with senior host government personnel, international organizations, NGOs, civil society, and U.S. government agencies.Full professional proficiency in English with excellent oral and written communication skills.Ability to interact professionally in French and/or Portuguese an advantage.Recognized thought leader in digital health and data use with practical experience participating in or leading technical working groups and/or communities of practice.PATH is dedicated to building an inclusive workforce where diversity is valued.PATH is an equal opportunity employer.
