This Social Service Counselor 1-3 position is in the Home and Community Based Services program located in Slidell, Louisiana, though travel throughout the 5-parish service area (Livingston, St. Helena, St. Tammany, Tangipahoa, and Washington parishes) may be required. Please see the Examples of Work below for additional information for this position.

This position participates in a Career Progression Group (CPG) and may be filled as a Social Service Counselor 1, 2, 3 depending on the applicant’s level of experience. Please note that there is only one vacancy to be filled.

This position may be filled as a Probational Appointment.

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NECESSARY SPECIAL REQUIREMENT:

Positions that provide addictive disorder counseling services require certification or eligibility for certification as a Counselor in Training (CIT), or a current practice credential as a Certified Addiction Counselor (CAC), Registered Addiction Counselor (RAC), or Licensed Addictive Counselor (LAC) issued by the Addictive Disorder Regulatory Authority (ADRA), or its successor, pursuant to the Addictive Disorders Practice Act, LA RS. 37.3386-3390.6

Positions that provide addictive disorder prevention services require certification or eligibility for certification as a Prevention Specialist in Training (PSIT), or a current practice credential as a Certified Prevention Professional (CPP), Registered Prevention Professional (RPP), Licensed Prevention Professional (LPP) issued by the Addictive Disorder Regulatory Authority (ADRA), or its successor, pursuant to the Addictive Disorders Practice Act, LA RS. 37.3386-3390.6

Differs from the Professional Counselor job series by the absence of a master's degree and licensure as a Licensed Professional Counselor.Differs from the Social Service Counselor 2 by the supervision received. This position provides social services counselor components and supportive services to Permanent Supportive Housing tenants in order to assist in stabilized housing across the 5-parish area of FPHSA (Livingston, St. Helena, St. Tammany, Tangipahoa, and Washington parishes). The incumbent of this position manages specialized caseloads and provides direct services for those with a substantial, long-term disability, expected to be of long-continued or indefinite durations; which substantially impedes their ability to live independently without supports, and is of such nature that such ability could be improved by more suitable housing conditions. Duties of this position include, but are not limited to: completing initial and annual housing assessments; assisting tenants in establishing contacts, attaining and maintaining a safe, appropriate home environment with adequate financial support, and developing daily living skills; participating in and coordinating the planning, prioritization, management and tracking of the Individual Service Plan (ISP); Serving as the liaison between tenant, family, Housing Support Team (HST), and development management landlords; Linking tenants to the appropriate services provided by FPHSA; and monitoring service provisions through observations, home visits, and/or clinic visits.Due to specific program-related requirements, the incumbent of this position must have a baccalaureate degree in a human service-related field or be twenty-one (21) years of age or older as of January 1, 2022 and have a high school diploma and have been continuously employed by a licensed and accredited agency providing PSR services since prior to January 1, 2019.
