Your RoleThe Government Affairs team is responsible for Blue Shield's engagement with state and federal stakeholders, regulators, and elected officials. The Senior Advocate, Public Programs will report to the Vice President of State Policy and Advocacy. In this role you will serve as a key member of Blue Shield's Government Affairs team leading advocacy, relationship development and issue management for Medi-Cal at the state and federal level. You will work directly with Blue Shield of California Promise Health Plan leadership and program experts, relevant business units and our policy team to coordinate, develop and influence state and federal policy. You will have primary responsibility to engage with regulators, lawmakers, interest groups, and coalitions to advocate for Blue Shield Promise Health Plan's perspective and policy positions. The position will also serve as the lead representative for Blue Shield with industry trade groups such as the California Association of Health Plans (and more) on all Medi-Cal issues.Your WorkIn this role, you will:Lead Medi-Cal policy and advocacy including monitoring, analyzing, and influencing state and federal policy related to Medi-Cal and other issues that impact Blue Shield and Blue Shield of California Promise Health Plan Operations.Proactively engage the Blue Shield of California Promise Health Plan and Blue Shield Business Units to inform them of state and federal policy, as well as legislative and regulatory activity that would impact their business, and work with the business to advocate for the companies' interests.Develop and facilitate key relationships within and outside of government including health plans, providers, brokers, labor, business and consumer representatives, to advance Blue Shield of California Promise Health Plan's business objectives.Develop Blue Shield/Promise Health Plan's positions on state and federal legislation and regulations and influence relevant stakeholders.Collaborate with relevant industry trade groups and coalitions on issues of importance.Provide Government Affairs input on procurement-related activities.Your Knowledge and ExperienceRequires a bachelor's degree or equivalent experience, an advanced degree is preferred.Requires at least 10 years of prior relevant experience, preferably in both government and health care.Requires a deep knowledge and understanding of the Department of Health Care Services and the legislative process required, and must possess strong relationships within the stakeholder, legislative and policymaking communities.Requires a deep understanding of applicable laws, rules and regulations relating to Medi-Cal and the Medicaid program within California and at the federal level.Requires strong written and verbal communication skills, including the ability to translate complex concepts into clear messages.Requires strong interpersonal and networking skills and the ability to competently discuss complicated policy issues with policymakers and business leaders within Blue Shield/Promise Health Plan.Requires the ability to prioritize multiple and competing tasks in a fast-paced environment and work independently as well as in a team.Must thrive in a results-oriented environment.Requires demonstrated ability to apply initiative, creativity and independent judgement to resolve non-routine problems.Pay Range:

The pay range for this role is $145,970.00 to $218,900.00 for California.Note:

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
