The Building People, LLC, is seeking a candidate to perform Management Analyst work for the U.S. Department of Energy. The Management Analyst will perform administrative and data management work both under general supervision and independently.


Primary Duties and Responsibilities for this position include but are not limited to:

  • The contractor shall support federal personnel, as needed, to establish new vendor profiles in the Standard Accounting and Reporting System (STARS).
  • The contractor shall verify whether vendors already exist in STARS and submit requests for new STARS vendor profiles via Financial Accounting Support Tool (FAST) to Oak Ridge Financial Service Center (ORFSC) when applicable.
  • The contractor shall monitor STARS daily for the completion of new vendor profiles, including issuing responses to requestors when the new vendor profile is complete.
  • The contractor shall assist FOO by developing spreadsheets for the purpose of tracking and reporting various financial data. Deliverables to management or applicable federal personnel include spreadsheets or reports as required/requested.
  • The contractor shall support federal personnel as needed to assist with oversight of recurring financial requirements such as cost accruals, aged documentation and supporting material for annual compliance audits.
  • The contractor shall assist FOO with entering financial transactions and retrieving reports from various government financial business systems.
  • The contractor shall assist FOO by uploading quarterly financial and procurement reports to the EERE i2 intranet site.
  • The contractor shall monitor and manage email requests received in the EERE ASAP enrollment mailbox.
  • The contractor shall review all email requests to determine action(s) required.
  • Verify if ASAP account already exists or create required new accounts. Provide data counts on the number of ASAP enrollments verified and accounts created and recipient ASAP POC verifications.
  • The contractor shall process ASAP enrollment requests and modifications, including interaction with recipients, via phone and/or email, as needed, to resolve any issues as well as work with FOO federal personnel to create and fund ASAP accounts once established.
  • First ASAP enrollment contact shall be made by contractor or their designee with recipient within two business days of email notification from Financial Assistance Office notification and responses to inquiries regarding the ASAP enrollment process shall be sent within one business day.
  • The contractor shall be assigned as needed to initiate requisitions and prepare all deliverables for Government POC review by requisition in STRIPES for the Golden Field Office requirements involving STRIPES requisitions.
  • Perform other administrative duties as assigned.

Required Experience & Skills

  • Associate's degree from an accredited university and 10 years of experience.
  • Proficient in Microsoft Office Suite 2010 or better.
  • Professional attitude.
  • Excellent written and oral communication skills.
  • Ability to competently deal with rapidly changing priorities and requirements.
  • Ability to perform sensitive tasks that require discretion and tact.

Required Education

  • Minimum Education: Associate's degree from an accredited university.
