General Summary of PositionUnder the direction of the Vice President of Human Resources, Washington Region, provides strategic direction and leadership in the development, implementation, and evaluation of human resource policies and programs at MedStar Washington Hospital Center. Functions as the Hospital's chief spokesperson with union leadership and takes an active, primary role in contract negotiations. Originates Human Resources practices and objectives that will provide a balanced program throughout the Hospital and aligns with system priorities and objectives to include but not limited to Talent reviews and succession planning, connected workforce, associate engagement, retention, and equity, inclusion and diversity initiatives. Collaborates with all systemwide shared services departments and Centers of Excellence.

Primary Duties and Responsibilities

Collaborates with and supports the development, recommendation, and implementation of employee/labor relations policies and practices, and appropriate corrective actions necessary to limit potential sources of employee conflicts and grievances and improve employee climate.Partners with and supports activities of HR shared services and COE's that align with system initiatives, priorities and objectives.Develops Hospital-wide policies and procedures necessary to ensure compliance with collective bargaining agreements and relevant labor legislation, as well as to ensure effective preventive labor relations climate.Develops, recommends and implements strategies, and coordinates preparations for negotiation of collective bargaining agreements. May serve as chief or secondary spokesperson of management negotiating committee during negotiations for collective bargaining agreements.Serves as Hospital representative at grievance and arbitration hearings, and National Labor Relations Board proceedings related to employee petitions, union elections and unfair labor practices claims.Confers regularly with bargaining unit representatives to review labor/management relations, employee relations climate, specific problem situations and actions necessary to improve relations.Oversees the day-to-day administration of employee/labor relations policies and collective bargaining agreements. Interprets agreements and policies and provides advice and guidance to Hospital managers on application of same.Ensures that bargaining and non-bargaining unit problems and grievances are fully investigated, appropriate corrective actions are taken, and advice is given to the managers on communications approaches, progressive discipline, documentation, and dispute resolution, etc.Ensures the custody of employee records and compliance with MedStar Health policies as well as local, state, and federal laws and regulations.Ensures the development and delivery of training programs related to personnel relations policies, procedures and grievance handling for Hospital supervisors and managers.Develops and implements appropriate documentation and reporting mechanisms necessary in order to measure institutional performance and adherence to established goals and objectives for Human Resources' programs.Provides strategic direction to the HR team; directs and monitors work of subordinates and ensures adherence to established policies and practices. Interviews, hires, trains, and evaluates the performance of and, when necessary, disciplines and discharges assigned subordinates.Provides guidance, counsel and leads high-level strategic planning with hospital leadership team.

Minimum QualificationsEducationBachelor's degree in Human Resources or Business Administration, Labor or Industrial relations, or other directly related discipline required.Master's degree preferred.

Experience10+ years of progressively more responsible job related management and labor relations experience required.3-4 years of management experience required.

Knowledge, Skills, and AbilitiesKnowledge of current developments in labor law, arbitration decisions, contract administration, and collective bargaining negotiations.Knowledge of current developments in Human Resources best practices and trends.

This position has a hiring range of $161,220.80 - $306,009.60.
