This position directs short and long-term capital strategy for the department, works across departments on the renovation, construction, and acquisition of new public health facilities, and oversees the management of the department’s leased and owned assets. This position reports to the DPH Chief Operating Officer.The Director of Facilities and Capital Planning (0941 Manager VI) performs the following essential job functions:Oversees the management of SFDPH facilities assets including leased and owned buildings and a fleet of vehicles, collaborating with department stakeholders to understand their needs and determine best use of DPH assets accordingly.In collaboration with the ZSFG and LHH Facilities teams and DPW staff, manages capital projects budget of almost $400M from a variety of funding sources. Ensures that funds are used in accordance with the funding guidelines and to greatest effect and in a timely manner.Directs project managers overseeing renovation and construction of public health facilities, as well as analysts and maintenance professionals executing Facilities & Capital Planning’s responsibilities to maintain SFDPH facilities in a state of good repair.Directs SFDPH’s building acquisitions, collaborating closely with the Department of Public Works (DPW) and Real Estate Division (RED) under the City Administrator in the evaluation and purchase or lease of new properties.Oversees the department’s compliance with Facilities state and federal regulatory requirements.Directs and allocates Facilities & Capital Planning’s operational budget.Advises on Facilities contract strategies to ensure compliance with City contracting rules and regulations.Works closely with SFDPH division leaders to define operational needs and how those needs can be met by improving healthcare facilities.Directs and oversees SFDPH capital strategy including the annual capital budgeting processes and General Obligation (GO) bond processes.Required Minimum QualificationsEducation : Possession of a Bachelor’s degree from an accredited college or university,
