Community Health Centers, Inc. (CHC) is a private, non-profit, multi-site organization that provides healthcare to insured, uninsured, under-insured, and under-served children and adults. We are a Federally Qualified Health Center (FQHC). CHC provides care to more than 63,000 patients each year within Orange and Lake counties in Florida.

The ideal candidate:

Knowledge of information technology systems and software and the ability to manage the entire spectrum of information technology operations including infrastructure and cybersecurity.

Experience with implementation of information technology integrations in a large division/company.

Experience with large-scale projects including support and implementation of EHR/clinical decision support tools.

Extensive enterprise-wide project management experience, including the ability to successfully coordinate complex projects between clinical/operational areas.

Experience in strategic planning and execution.

Primary Responsibilities:

Lead IS strategic and operational planning to achieve business goals by fostering innovation, prioritizing IS initiatives, and coordinating the evaluation, deployment, and management of current and future IS systems across the organization.

Promote and oversee strategic relationships between internal IS resources with internal customers and external entities, including government, vendors, and partner organizations.

Serve as the organization’s designated Corporate Security Officer to ensure compliance with all existing and emerging requirements related to system security and confidentiality of health information.

Establish IS departmental goals, objectives, and operating procedures.

Establish a service management program by developing and implementing a customer service platform to serve the organizational needs with a focus on end users.

Oversee optimization of the information systems; oversee systems development, adoption, implementation, and upgrades.

Ensure continuous delivery of information services through oversight of service level agreements with end users and monitoring of systems performance.

Oversee the design and implementation of new applications and changes to existing systems and software.

Serve as Electronic Health Record (EHR) consultant to the organization.

Provide guidance on training, educational needs, approaches, materials, and venues for IS end users.

Direct information and data integrity activities to include interacting with company leadership on internal and external operations that are impacted by the capture, storage, processing, and dissemination of information.

Identify opportunities for the appropriate and cost-effective investment of financial resources in information systems and resources, including staffing, sourcing, purchasing, and in-house development.

Assess and communicate risks associated with IS investments.

Develop business case justifications and cost/benefit analyses for IS spending and initiatives, supporting a detailed definition of data requirements and departmental workflows.

Consult with administration, department managers, and manufacturing representatives to exchange information, present new approaches, and to discuss equipment/system changes and opportunities.

Participate in vendor contract negotiations for all new computer equipment and software purchased for the corporation.

Evaluate and procure new hardware and software to meet company business objectives.

Review and approve vendor proposals and contracts.

Keep current with trends and issues in the IS industry, including current technologies and prices. Advise, counsel, and educate executives and management on their competitive or financial impact.

Work with the Executive Management and applicable organizational entities to ensure IS policies and procedures meet or exceed existing legal and regulatory requirements.

Participate on the Compliance Committee.

Responsible for recruiting, hiring, developing, and supervising staff.

Qualifications:

Education:

Bachelor’s degree in Health Informatics, Business Administration or other IT related field required.

Master’s Degree preferred.

Experience:

Minimum of 8 years’ experience combined in healthcare informatics and IT is required.

Minimum of 5 years’ experience in a director-level position is required.

Experience with large-scale projects including support and implementation of EHR/clinical decision support tools is required.

Extensive enterprise-wide project management experience, including the ability to successfully coordinate complex projects between clinical/operational areas is required.

Knowledge of information technology systems and software and the ability to manage the entire spectrum of information technology operations including infrastructure and cybersecurity is required.

Enterprise data management skills are required.

Special Skills:

Experience in strategic planning and execution.

Knowledge of vendor relationships, contracting, and negotiating.

Experience with implementation of information technology integrations in a large division/company.

Build collaborative relationships both internally and externally.

Demonstrated ability to be self-directed and highly collaborative; has excellent organizational, analytical and project management skills.

Other requirements:

Able to work flexible hours as needed.

Required to travel to all CHC centers and other external meetings.

Current Florida Driver license is required.
