Main Purpose of Job

OFFICE OF THE STATE FIRE MARSHAL:

Serves as the principal clerical and technical assistant to the Deputy Chief Fire Marshal, six full time Senior Deputy Fire Marshals and 9 part time Deputy Fire Marshals in the duties required for the operation of the Office of the State Fire Marshal Special Operations Command. These duties provide necessary administrative functions to promote the preservation and protection of life and property from explosion for the citizens of, and visitors, to the State of Maryland.

EXPLOSIVES BLASTER'S AND FIREWORKS SHOOTER'S LICENSURE:

Serves as the Program Administrator to the Office of the State Fire Marshal's Explosives Blaster's Permits and Fireworks Shooter's Permits, Licensing Program as appointed by the State Fire Marshal. Duties are performed with supervision from the Deputy Chief and require significant independent judgment and action, including making decisions in accordance with the Public Safety Article of the Annotated Code of Maryland.

POSITION DUTIES

Administer the Office of the State Fire Marshal's Bomb Squad, Explosives Blaster's Permits Licensing Program. In consultation with the general public, business professionals, and government agencies by making critical decisions affecting the Program. Independent judgment and discretion in assisting with the understanding of the duties, responsibilities, requirements, and functions of the Explosives Blaster's Permit Licensure Program in Applicants application for their license.

Reviews confidential materials and evaluates all incoming applications, correspondence and inquiries to justify the approval of the appropriate classification of license to be issued for the Applicant. Proctor appropriate Explosives Exam according to Blasters category, evaluate exam for score, based upon evaluation, a current Maryland Explosives Blaster's Permit is issued.

Facilitate filing system to ensure accurate records, accountability, and documentation of administrative policies and procedures affecting the operation of the Explosives Blaster's Permit Licensure Program.

Maintains and managers database of current and historic Public Fireworks Displays Applications. Receives and reviews all applications for public firework displays for the State of Maryland, ensures all proper paperwork is attached and completed, receives and process payment for displays.

Compiles data to a excel chart of current display dates, times and locations for public information. Issue permit number for each Public Firework display applications and generate Public Fireworks Display Permit. Forward original permit to applicant, notify regional Fire Marshal's Office or AHJ with jurisdiction of permitted firework display.

Maintains and manages database of current and historic Applications for Registrations of Sparklers, Ground Based Sparklers & Novelty Items (SBGSNI). Receives and reviews all applications for yearly sales of (SBGSNI) in the State of Maryland, evaluate paperwork for completion and processing, receive new novelty items for testing to ensure public safety. Receives and process payment of application. Compile current list of all approved (SBGSNI). List is uploaded on the Fire Marshal Web Page for public awareness. Forward to OSFM regional office's the current retail sales locations of (SBGSNI). Forward original License, product list and retail sales location to applicant for the sales of (SBGSNI).

Assist with the administrative duties for the Special Operations Command. Prepares projects for the Deputy Chief to include; legal correspondence reference to complaints, firework violations, explosive investigations, and special projects assigned to the Command by Headquarters. Reviews and proofreads correspondence for spelling, grammar, and punctuation prior to distribution. Maintain and manage the data for issuing new and renewal ID Cards to all applicants hold a Maryland License for a MD Blasters or MD Pyrotechnics.

Performs other related duties.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

2. Experience working at the Federal, State, County or Local levels of government

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates for positions in this classification will be subject to a complete criminal background investigation and polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.

BENEFITS

Contractual employees

who work for an agency covered under the State Employees and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
