Job Responsibilities:This senior leadership level position is responsible for providing leadership, direction, governance, and oversight for the BSA (Bank Secrecy Act)/AML (Anti-Money Laundering)/OFAC (Office of Foreign Assets Control) Compliance Program, Fraud Risk Management, Debit Card Dispute and Debit Card Fraud Risk Management Program(s) of Gate City Bank. Responsible for monitoring and reviewing compliance with BSA, AML, OFAC, and consumer compliance laws and regulations ensuring adherence to industry standards and regulatory guidance. This position must assess relevant risks industry trends (BSA/AML/OFAC and Fraud), regulatory guidance, best practices, and continuously improve processes to proactively meet changing financial crime threats. Provide oversight of the Fraud Risk Management Program to all operational risk requirements that intersects with fraud and prevention such as supporting model risk management, business change, payment risk, and loss event/root cause reporting. Provides strategic leadership and support. This position works across all levels of the organization to understand cross-functional linkages and interdependencies, as well as the implications of risk at both the strategic and business levels. As needed this position may also serve as a delegate to the BSA/OFAC Officer.Your essential functions will include:LEADERSHIP EXPECTATIONS:Have a sense of urgency.

BSA/AML/OFAC:Lead, maintain, update and oversee and provide leadership and strategic vision for all aspects of the Bank's BSA/AML/OFAC Programs in a manner that fulfills the mission and strategic goals of the Bank while complying with state and federal laws related to BSA/AML/OFAC compliance.

Development of robust BSA/AML/OFAC Policies, overseeing investigations into suspicious transactions, conducting risk assessments, and providing training on relevant BSA/AML/OFAC topics.

Lead the build-out metrics and prepare and present periodic and ad-hoc reports for the SVP of Operational Risk of BSA/AML/OFAC Program status and risks.

Responsible for identifying, assessing, and escalating potential money laundering and reputational risk issues associated with higher risk client types and transaction monitoring.

Lead, maintain, update, and oversee the BSA/AML/OFAC systems and models.

Fraud Risk Management:Lead, maintain, update and oversee and provide leadership and strategic vision for all aspects of the Fraud Risk Management Programs in a manner that fulfills the mission and strategic goals of the Bank and manages an effective balance between customer friction, fraud mitigation and revenue considerations.

Lead and develop fraud policies and strategies proactively to minimize fraud risk while maintaining satisfactory customer experience and ensuring alignment with fraud risk appetite thresholds.

Provide oversight of the enterprise fraud program to all operational risk requirements that intersect with fraud and prevention such as supporting model risk management, business change, payment risk, and loss event/root cause reporting.

Lead, develop, implement, and monitor strategies/systems for the minimization of fraud across the organization.

Lead, maintain, update, and oversee the Fraud systems and models.

Manage cross-functional resources to develop and maintain rules, machine learning models, and data sources that ensure quick identification of fraud attacks and customer impacts.

Lead the build-out metrics and prepare and present periodic and ad-hoc reports for the SVP of Operational Risk of Fraud Risk Management and Debit Card Dispute Program status and risks.

Develop customer and team member facing fraud awareness initiatives in collaboration with other functional areas.

Debit Card Dispute Program:Lead, maintain, update and oversee and provide leadership and strategic vision for the Debit Card Dispute Program.

Ensure an effective process in place to maintain Regulation E Compliance and adherence to Mastercard/Visa Rules.

SUPERVISORY RESPONSIBILITIES:Responsible for the overall direction, coordination, and evaluation of the department. Carries out supervisory responsibilities in accordance with the Bank's policies and applicable laws.

Leverage strengths of the team members, help to clarify roles and responsibilities, and develop and implement training programs in order to maximize and reach optimal individual and organizational goals.

Responsibilities include interviewing, hiring, training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Ensures staff is kept current on issues affecting job-related duties, responsibilities, and trends on a consistent basis.

Trains the organization on key BSA/AML/OFAC risks.

May serve as the Bank's delegate BSA (Bank Secrecy Act) Officer.

May serve as the Bank's delegate OFAC (Office of Foreign Assets Control) Officer.

Qualifications:To succeed in this role, you'll need:Bachelor's Degree required in Business, Finance, Compliance, Financial Crime, Accounting, or related field desired; Master's Degree Preferred; Minimum of 15 years of financial institution experience; 10 years of compliance, BSA/AML/OFAC, fraud, or risk management experience; or equivalent combination of education and experience. At least 10 years of leadership with at least 25 direct reports. At least one of the following certifications are required Certified Regulatory Compliance Manager certification (CRCM), Certified Enterprise Risk Professional (CERP), Certified Anti-Money Laundering and Fraud Professional (CAFP), or Certified Anti-Money Laundering Specialist (CAMS).

Must have excellent verbal and written communication skills. Self-motivated with a strong work ethic and a team player disposition. Strong attention to detail.
