The PositionThe Ventura County Probation Agency (VCPA) is seeking a detail-oriented contract manager with excellent negotiation and communication skills to direct and oversee the entire contract lifecycle for the Agency.

Under general direction of the Fiscal Manager II, the Contracts Manager is responsible for drafting and executing a wide range of contracts and contracting documents (e.g., contracts, memoranda of understanding, etc.) from drafting to execution and beyond; ensuring contracts meet legal requirements, stakeholder needs, and Agency goals; monitoring contract performance; working with stakeholders to resolve issues that arise; maintaining contract documentation; and communicating contract information to all stakeholders.

The Ideal CandidateThe ideal candidate will have demonstrated experience negotiating, developing, and executing a wide range of contracts and contracting documents in the public sector; possess a comprehensive understanding of contract law, terms, and conditions; have strong management, organizational, and leadership skills to coordinate the work of professional and technical personnel; and excellent communication and interpersonal skills to foster strong, collaborative relationships with internal and external partners.

Duties may include, but are not limited to the following:Manages and oversees the contract lifecycle management workflow for the Agency that includes negotiating, drafting, reviewing, editing, and executing contracts in accordance with agreed upon terms, legal requirements, and policies and procedures.Sets timelines, coordinates tasks with multiple stakeholders, and ensures that all contractual obligations are met on schedule.Prepares various contract-related documents (e.g. correspondence, reports, letters to the County Board of Supervisors, etc.).Manages contract amendments, renewals, and terminations and works closely with legal teams to identify proposed solutions that will resolve/mitigate potential risks, issues and disputes that could affect the contract.Reviews, negotiates, and analyzes contract budgets to determine the financial implications, applicable funding streams, and allowable expenses in accordance with State, federal and local laws, regulations and policies.Develops and implements effective contract management strategies, procedures, and policies that align with the Agency’s mission, vision, and goals.Acts as the primary point of contact for all contract-related questions and coordinates with different departments/agencies and stakeholders to gather necessary information, approvals and presents information on all contract related matters.Keeps detailed records of all contracts and related documents, and maintains an organized, accurate, and up to date contract tracking system.Conducts regular self-assessments to ensure compliance with legal requirements and Agency/County policies and identify areas for improvement.Uses technology (e.g., contract management software, data analytics, etc.) to drive innovation and improve contract performance.Represents the Agency in meetings, negotiations, conferences, multi-disciplinary committees, and other workgroup settings.Selects, supervises, directs, evaluates, coaches, and develops staff.Performs other duties as assigned.

EDUCATION, TRAINING and EXPERIENCEAny combination of education and considerable experience which has led to the acquisition of the required knowledge, skills and abilities to perform the assigned contract management and staff supervision functions for the organization.

Program Administrator III:

The equivalent to a Bachelor's Degree in Business Administration or a related discipline AND at least two (2) years of recent, paid professional-level experience in negotiating, drafting, executing, and managing contracts.

Senior Program Administrator:

The equivalent to a Bachelor's Degree in Business Administration or a related discipline AND at least three (3) years of recent, paid professional-level experience in negotiating, drafting, executing, and managing contracts.

NECESSARY SPECIAL REQUIREMENTS:

Must possess or be able to obtain and maintain a valid California driver license.

DESIRED:

Certified Professional Public Buyer, Certified Public Procurement Officer, National Institute of Government Purchasing - Certified Procurement Professional (NIGP-CPP), Certified Federal Contracts Manager or Certified Professional Contracts ManagerExperience using contract softwarePublic sector experience managing contractsExperience in government procurement
