WORK OBJECTIVE:This individual will assist the Director of Consumer and Government Affairs in implementing NFTA consumer and government affairs policies and connecting the NFTA to legislative bodies and NFTA customers. It requires analytical work that involves assisting in the administration of the customer and governmental affairs programs for all areas within the Authority.

ESSENTIAL FUNCTIONS:

Pro-actively seeks out, analyzes and tracks legislation, regulations and other types of governmental policies to assess their prospective impacts on the NFTA and transit and airport users within the Niagara Frontier Transportation District, on a timely and responsive basis.

Assists in the development of policy provisions which bolster the NFTA’s ability to serve transit and airport users.

Drafts persuasive and accurate memoranda, letters, and other materials to support the Government Affairs function of the NFTA.

Supports the Consumer Affairs function of the NFTA by compiling, analyzing and disseminating data regarding consumer interactions.

Assists in the advocacy aspect of Government Affairs function of the NFTA, preparing others to engage, and occasionally engaging in professional, compelling direct advocacy on behalf of NFTA interests.

Assists in the NFTA’s response to inquiries from elected officials, including tracking, follow-up, and internal and external engagement.

Assists with the preparation of submissions for grant programs provided at the discretion of elected officials.

Gains familiarity with all key aspects of the NFTA’s various enterprises to inform Consumer and Government Affairs work.

Assists in the compilation of bimonthly Government Affairs disclosure reports to COELIG.

Performs administrative support for monthly Government Affairs meetings.

Assists in the management of Government Affairs contracts.

Performs a variety of other related minor duties as required.

KNOWLEDGE, SKILLS and ABILITIES:

Ability to seek out legislative and other policy initiatives that potentially bear on the interests of the NFTA and its customers, determine the potential impacts, and convey this information in an actionable manner.

Excellent writing skills; able to compose structured, compelling prose tailored to diverse, specific audiences.

Thorough knowledge of the New York State and Congressional legislative process.

Knowledge of MIS systems, including robust skills with Microsoft Excel and internet interfaces for tracking state and federal legislation.

Deep knowledge of grant programs provided at the discretion of elected officials.

Effective communication skills to convey information to management, staff, the public, and external agencies.

Ability to perform statistical analysis using R, Stata, SPSS, or similar statistical packages is helpful but not a minimum requirement.

PHYSICAL REQUIREMENTS:Tasks involve the ability to exert light physical effort in sedentary to light work, which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds).

ENVIRONMENTAL REQUIREMENTS:Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.

MINIMUM QUALIFICATIONS:A bachelor’s degree in political science, or closely-related field and a minimum of 2 years’ experience in federal, state or local legislative staff work, or the equivalent are minimum requirements. Five or more years of legislative staff work, including work with the New York State Legislature, preferred. A master’s in political science or a closely-related field is preferred.
