The

Senior Community Programs Manager for Cultural Programming, Public Art and Placemaking Initiatives

is based in the City of Durham General Services Department.

Monday - Friday8:00 a.m. - 5:00 p.m.

Position reports directly to the Assistant Director of Real Estate, Construction Project Delivery and Sustainability, The Senior Community and Economic Development Manager is responsible for leading a team of 8-10 committed professionals in advancing Cultural and Public Art Programming, Keep Durham Beautiful, Inc. and Resource Development (Grants and Public Private Partnerships).

We are seeking an entrepreneurial and results-oriented individual who is self-motivated with proven leadership experience.

The ideal candidate is committed to working at the highest level of quality, able to work both independently and in collaboration, manage multiple priorities, and thrive within a results-oriented team.

The ideal candidate also has a track record of devoted program administration, project management and community collaboration necessary to attract and retain business and employment opportunities.

This person will also demonstrate an understanding of public service planning, a passion for the arts, and respect for community place-making as a driver of economic and community development outcomes for the City of Durham.

This position will serve as a division manager, within the General Services Department. Work involves making interpretive decisions on behalf of the organization and executing the goals established by City policy. These interpretive decisions provide context for the work to be accomplished by subordinates supervised within the units managed.

Responsible for overseeing daily operations and directing work flow; convening, attending, and participating in departmental staff meetings, meetings with other departments, City leadership and the public; reviewing and/or preparing and submitting reports; representing the City on matters of policy and regulation; developing, implementing, and monitoring policies and procedures; overseeing correspondence; managing budgets and approving expenditures and managing personnel.

Ensures equitable access and fosters creativity, innovation, and productivity in the implementation of Cultural and Public Art Programming, Keep Durham Beautiful, Inc. and Resource Development (Grants and Public Private Partnerships).Facilitates the development and installation of public art, public space and programmatic operations that supports meaningful connections to community aesthetics, community greening and the built environment.Directs work flow for an assigned division; supervises staff including planning, assigning, and evaluating work, training and coaching; plans, prioritizes, and manages programs, projects, and operations; develops, implements, and monitors policies and procedures; conducts and facilitates meetings; and ensures compliance with applicable regulations, policies, and procedures.Plans and coordinates, prepares, maintains, reviews, and/or submits policy, operational, financial, and related reports, records, contracts, bid documents, communication and marketing materials, plans, and other documents; directs and oversees the preparation of correspondence, databases and websites; researches, analyzes, reviews and/or presents information; and reviews work and the work of others for accuracy and completeness.Prepares and manages budgets, including monitoring and approving expenditures, evaluating resource needs, researching and analyzing financial and related data, and preparing cost estimates and forecasts; makes and approves budget recommendations; and allocates funds to applicable programs and projects.Collaborates with, and/or serves as a liaison to City leadership, service providers, residents, the media, City departments, and/or external agencies; attends meetings and serves on committees as an official City representative; represents the City on policy and regulatory matters; resolves escalated and highly-visible issues; develops and facilitates partnerships; and prepares and conducts presentations.Promotes staff development, performance evaluations, training, and hiring, discipline and termination procedures as well as directly supervise management, professional, paraprofessional and support staff, as assigned.Manages a portfolio of programs including: Cultural Programming and Public Art, Keep Durham Beautiful, Inc. and Special Projects. This position is the staff liaison to the Durham Cultural Advisory Board and the Public Art Committee.
