SUMMARY:
The Senior Business Operations Specialist will support the Defense Health Agency (DHA) -ESO (Acquisition function).
DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Ability to produce fully actionable requirements documents packages for competitive contracts. Ability to produce, maintain, and publish a variety of ad hoc and routine reports and publications at the executive level. Assist ongoing Government efforts and initiatives related to the DHA goal of developing and maintaining a high-performance acquisition organization, focusing on refining and retooling acquisition processes to achieve the strategic vision of the organization. Assist the CAE in acquisition strategic planning, management advisory consulting, acquisition operations quality assurance, new efficiency initiatives, changes in policy and actions, and support implementation of RMIC findings and corrective actions, process improvement/implementation/sustainment including improved metrics reporting, network-based buying, acquisition of services implementation, IMR, SRRB, ASC implementations, and various initiatives. Must be able to attain a Secret Clearance. NON-ESSENTIAL DUTIES:
Perform other duties as assigned. EDUCATION AND EXPERIENCE: Master's degree in a related field required. Program Management Professional (PMP) Certification required. Minimum 10 years of experience with exceptional knowledge or understanding in strategic/operational planning, business process management, business operations, policy coordination, interpretation and dissemination, training, task management, information management, facility and space management, and related activities. Minimum 3 years of experience with knowledge or understanding of ETMS2 or similar systems. Ability to produce fully actionable requirements documents packages for competitive contracts. Ability to produce, maintain, and publish a variety of ad hoc and routine reports and publications at the executive level. Must be able to effectively communicate with others verbally and in writing. COMPUTER SKILLS: Skill in operating a personal computer and standard office equipment. Proficient in MS Office Products, MS Project, and Adobe Acrobat. CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE: Must be eligible to obtain and maintain a DoD Secret security clearance if required by contract. PHYSICAL DEMANDS: Must be able to sit at a workstation for extended periods; use hands to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear. Most positions require the ability to work on a desktop or laptop computer for extended periods reading, reviewing/analyzing information, and providing recommendations, summaries, and/or reports in written format. May be required to occasionally lift and/or move moderate amounts of weight, typically less than 15 pounds. Note: This position is contingent upon award and funding.
