DutiesAs an Attorney-Advisor in the NOAA Office of the General Counsel, Oceans and Coasts Section:You will provide legal counsel to the National Ocean Service (NOS), including the Office of National Marine Sanctuaries, the Office for Coastal Management, and the Office of Coast Survey. NOS provides data, tools, and services that support coastal economies and their contribution to the national economy. NOS is dedicated to advancing the following priorities: safe and efficient transportation and commerce; preparedness and risk reduction; and stewardship, recreation and tourism. The Section also provides legal counsel to the Office of Marine and Aviation Operations, including the NOAA Corps.In your role as an Attorney-Advisor with the Oceans and Coasts Section, you will support the implementation of the National Marine Sanctuaries Act, Coastal Zone Management Act, Coast and Geodetic Survey Act, and other federal statutes (e.g., the National Environmental Policy Act, the Administrative Procedure Act, the National Historic Preservation Act, and the Freedom of Information Act). You will work closely with experienced scientists, oceanographers, marine archaeologists, and other professionals in developing and reviewing regulations, permits, and policies relating to the management and conservation of ocean and coastal resources. This position requires interaction with other NOAA OGC attorneys, policy makers and technical staff, DOC officials, other Federal and state agency officials, members of the regulated community, and representatives of public interest organizations. It also involves active participation, in concert with U.S. Department of Justice attorneys, in defending NOAA cases brought under the National Marine Sanctuaries Act, Coastal Zone Management Act, Coast and Geodetic Survey Act, National Environmental Policy Act, Freedom of Information Act, Administrative Procedure Act, admiralty law, and other federal laws. The work involves complex and challenging issues on important matters of national significance.The attorney(s) will be hired at the GS-12 through GS-15 grade levels, depending on experience. The promotion potential for this position is GS-15 level.
