The Community Service Society (CSS) seeks a Training/Outreach Manager to support the new Ombuds program for people with intellectual and developmental disabilities (IDD) in the Health Initiatives Department. The Training and Outreach manager will develop and implement a comprehensive community education and outreach plan designed to increase awareness of and utilization of Ombudsman services by or on behalf of individuals with developmental disabilities and otherwise support the operation of the IDD program. The CSS is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for over 175 years. CSS’s Health Initiatives Department runs several statewide programs that help New Yorkers find and use their health insurance or otherwise access health care and services, including Community Health Advocates (CHA); the Community Health Access to Addiction and Mental Healthcare Project (CHAMP); the Independent Consumer Advocacy Network (ICAN); and several enrollment assistance programs. These programs are free for New Yorkers. In 2024, the New York State Office for People with Developmental Disabilities (OPWDD) sought proposals for an entity to establish and operate an independent, conflict-free consumer assistance program (Ombudsman) for people with intellectual and developmental disabilities pursuant to §33.28 of the Mental Hygiene Law. OPWDD awarded CSS the contract.

CSS seeks a dynamic mission-driven Training/Outreach Manager with expertise in outreach and engagement in health care to support activities for the IDD Ombuds program.

Job Description:

Lead the development of a marketing and outreach plan to increase awareness and utilization of Ombudsman services to individuals with developmental disabilities, families of individuals with developmental disabilities, service providers, advocates, and/or priority populations as identified by OPWDD. Education and outreach will include: in-person, if needed, and online training; informational sessions; participation in community events; the use of social media, or other appropriate marketing strategies.Manage, train, and support a statewide Regional Outreach Network of community-based organizations (CBOs) and Educational CBO network.Assisting with the procurement and sub-contract management of CBOs.Travel across the 5 OPWDD regions to engage and build relationships with key stakeholders serving people with developmental disabilities.Develop and maintain the accuracy of Ombudsman outreach materials.Oversee design and translation of materials, including videos.Use Salesforce to track statewide outreach and engagement activities.Generate reports at the request of the Supervising attorney.Oversee the development and administration of a website.Provide individual assistance on complex individual cases, as needed.Other responsibilities identified by the Supervising Attorney.Job Qualifications:

Graduate degree in public health, communications, social work, or other relevant discipline preferred.Lived or significant work experience concerning issues facing people with intellectual and developmental disabilities is strongly preferred.A minimum of two years of experience providing outreach and education assistance to consumers and/or advocates on issues concerning people with intellectual and developmental disabilities, health insurance, or healthcare access issues is required.Strong organizational skills are required.Experience managing social media, website maintenance, and external marketing preferred.Creative, strategic thinker with excellent written and visual communication skills.Proficient in MS Office, Wordpress, and Sales Force preferred.Ability to speak a language other than English preferred.

Salary and Benefits:

The annual salary for this position is 84,710.
