We are seeking a

Senior Investigator

to whom reports directly to the Executive Director of the Public Safety Accountability Unit (PSAU). This position will collaborate closely with the Executive Director to ensure unbiased investigations into misconduct allegations within the Office of Public Safety, including the Johns Hopkins Police Department (JHPD). The role also includes supervisory responsibilities for a team of PSAU Investigators.Specific Duties & ResponsibilitiesEnsure all investigators adhere to JHU policies and comply with training requirements set by the Executive Director or JHU.May be tasked with conducting investigations assigned by the Executive Director.Ensure all PSAU Investigators handle all misconduct allegations or community complaints with fairness and impartiality.Ensure accurate and prompt investigations that align with JHU, PSAU, and JHPD policies and procedures.Ensure that all allegations and citizen complaints - regardless of origin - are accepted, logged, and assigned for investigation per PSAU policy.Conduct initial review of investigative reports and findings prior to final review by the Executive Director.Make recommendations on the resolution of complaints, personnel issues, and disciplinary concerns related to investigations.Ensure PSAU investigators handle and preserve evidence in a secure manner for evaluation and analysis.Testify and/or make oral presentations before the Chief of Police, the Civilian Police Review Board, and other bodies on investigations and findings.Work effectively with Federal and State law enforcement agencies and prosecutors to assist with criminal actions resulting from investigations.Develop effective working relationships with leaders in the Department of Public Safety, including the JHPD.Develop internal and external professional networks.Job RequirementsKnowledge of investigative methods, techniques, practices and procedures.Experience conducting investigative interviews and eliciting the cooperation of individuals and businesses.Ability to comprehend, interpret, and apply rules, regulations, and policies relevant to criminal and civil investigations.Ability to utilize sound judgement and remain calm under stressful situations.Ability to communicate effectively, both orally and in writing.Ability to establish and maintain effective working relationships with superiors, coworkers, governmental employees and officials, and enforcement officers.Ability to effectively interact with the JHU community.Ability to testify as an expert witness in court and defend findings.Ability to prepare narrative reports explaining investigative activity and findings and justifying prosecution of a case.Ability to utilize photographic equipment to photograph and document criminal evidence.Ability to maintain confidentiality of sources and records.Ability to accept direction and criticism and to function in an organization with strict rules and regulations.Ability to participate and successfully complete all mandated phases of entrance level training including classroom, field and skills training.Minimum QualificationsBachelor's Degree in Criminal Justice, Public Administration, Public Safety Management, or closely-related field from an accredited four-year college or university is required.Five (5) years of full time paid investigative experience, three of which must be in conducting investigations consisting of evidence gathering, witness interviewing, and case file maintenance, is required.This position does not allow for equivalencies.ExperienceRequiredA minimum of five years of full-time paid investigative experience, with at least three of those years specifically involving the tasks of evidence gathering, witness interviewing, and case file maintenance.Law enforcement experience in conducting complex criminal and/or administrative investigations will be considered on a case-by-case basis in lieu of the required experience time frame.PreferredFive or more years of experience in an Internal Affairs Unit or in an administrative position reviewing misconduct investigations.Other Desired QualificationsExcellent problem-solving and analytical skills.
