This paragraph summarizes the general nature, level and purpose of the job.The Director of Payroll reports to the Controller of Lucile Salter Packard Children’s Hospital at Stanford (LPCH). Under general direction, the Director of Payroll is responsible for planning, directing, and managing the work of the Payroll team, including payroll processing, payroll systems, and payroll reporting for Lucile Packard Children’s Hospital at Stanford (LPCH), Packard Children’s Health Alliance (PCHA), and Packard Medical Group (PMG). The Director of Payroll will be responsible for accurate and timely payments to employees; accurate and timely processing of employee reimbursements; timely and accurate deposits of payroll taxes and liabilities; timely and proper filings of payroll tax returns; and proper distribution of payroll transactions to appropriate accounts in the general ledger, ensuring compliance with regulatory requirements including, but not limited to, applicable federal, state, and local tax regulations. The position will assist with the design and implementation of payroll policies and processes; internal control compliance and oversight; and review and management of payroll systems including implementations and initiatives. This position acts as a liaison between other Controller’s Office functions such as Accounting and Accounts Payable, other internal departments such as Information Services and Human Resources, outside vendors, and other related entities such as Stanford Healthcare.Essential Functions

Employees may also perform other duties as assigned.Employees must abide by all Joint Commission Requirements including but not limited to sensitivity to cultural diversity, patient care, patient rights and ethical treatment, safety and security of physical environments, emergency management, teamwork, respect for others, participation in ongoing education and training, communication and adherence to safety and quality programs, sustaining compliance with National Patient Safety Goals, and licensure and health screenings.Must perform all duties and responsibilities in accordance with the hospital’s policies and procedures, including its Service Standards and its Code of Conduct.Leads Payroll Department with overall management and delivery of key strategic initiatives and organizational effectiveness efforts for Payroll.Manages timely and accurate payroll production for LPCH, PCHA, and PMG.Manages timely and accurate deposits of payroll taxes and liabilities.Oversees timely and proper filings of payroll tax returns.Oversees timely and accurate issuance of W2s.Manages service delivery; ensure timely and accurate resolution of payroll issues.Maintains compliance with applicable federal, state, and local payroll and tax regulations.Monitors the latest payroll and wage laws and regulations to maintain tax and benefits compliance around deductions, fringe benefits, withholdings, garnishments, classifications, employee mobility tracking, etc.Provides all necessary supporting data, comply with interview requests, provide justifications, and responds to additional requests as needed to support to external and internal audits.Establishes payroll policies and procedures that align with LPCH’s overall direction.Develops checklists and monitoring tools to ensure proper and consistent application of payroll processes.Develops, implements, and manages systems, procedures, and policies to ensure adherence to company guidelines for payroll.Staff retention and talent development - develop target goals and performance measures; enhanced skills and abilities; recruitment and redeployment; and address personnel issues, as appropriate.Ensure team can meet expanding business needs without compromising service quality. Ensure cross training is adequate throughout to ensure business continuity.Continuously reviews and redefines team members’ roles and responsibilities in support of ever-changing needs of business, customers, and business partners.Designs and manages key performance metrics that drive performance and demonstrate effectiveness.Introduces and implements best practices to achieve process efficiencies for Payroll.Interprets and implements new regulations and policies, and changes to benefit offerings as applicable to Payroll.Works with IS, HRIS, and business partners to ensure payroll transactions are reported accurately and timely.Manages timely and accurate postings and reconciliations of payroll transactions to support month-end close.Works with IS, HRIS, and other organizations, as needed, to ensure upgrades and enhancements to payroll systems are fully tested and completed in a timely manner.Manages the preparation and publication of payroll newsletters and notifications as appropriate.Manages design and delivery of training programs relative to payroll systems, policies, and procedures.Assesses adequacy of internal controls. Ensure changes are communicated timely and clearly.Leads or participates in multi-disciplinary teams addressing complex, high visibility process redesign and innovation projects that impact Payroll. Analyze and communicate impact of such projects and develop new procedures, as needed, to allow for successful implementation.Maintains updated documentation including workflows, forms, and desk guides for staff and employees.Manages Payroll portal; review on a periodic basis to ensure information remain current. Publish updated forms, QRCs, and FAQs as needed.Leads and take ownership of assigned projects; ensure project goals are timely met; maintain detailed project documentation.Performs other duties as assigned.Minimum Qualifications
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.Education:
Bachelor’s Degree in Accounting, Finance or Business Administration with a focus in Accounting.Experience:
Seven (7) years of progressively responsible experience in managing Payroll for a large, complex 5000+ headcount organization, experience with CA Labor law requirements, health care preferred. Experience with unionized employees preferred.License/Certification:
CPP required (active or inactive) (may be obtained within first year of employment).Knowledge, Skills, & Abilities
