Senior Grants Manager - Team Lead

to manage a team of Grants Specialists who work directly with investigators, site administrators, funding agency contacts, and other HJF departments to manage pre-award and post-award sponsored programs activities, including proposal development, budgeting, project execution and evaluation, research administration and close-out. The Senior Grants Manager - Team Lead reports to the Director of the Office of Sponsored Programs.The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.Responsibilities

Many pre-award responsibilities are handled by the Proposal Team, but for non-competitive proposals as well as certain other occasions, the post-award specialists/managers work on pre-award duties. That is about 20% of the time. For this role, the senior grants manager trains and manages the specialists responsible for:Working directly with program managers, SPAs and investigators as needed to prepare grant applications by assisting with budget development and budget review, text formatting, overall compliance with submission guidelines of the funding agency and the specific proposal requirements, grant submission authorization from the performance site institution, and various assurances and certifications.Tracking and facilitating the internal progress of proposals in view of established deadlines and agency regulations and assists in the collection of documents necessary to process proposals.Reviewing grant applications prior to submission by HJF to funding agencies or private sponsors and assures that the applications are accurate, complete, and comply with all applicable HJF, Federal, State and County regulations and conform to all policies and regulations of the research performance sites.This position has a warrant of $5M for assistant agreement proposal submissions.Post-award responsibilities is the area for which the grants specialists being managed will work more of the time and the senior manager responsibilities include training and managing the team for its responsibilities to:Set-up awards and corresponding budgets in the HJF's Oracle system in accordance with: 1) the sponsor's award terms 2) the PI, Program Manager or SPA's operational management needs, and 3) in adherence to HJF's best practices to ensure accurate corporate reporting. Advise the programs on the best way to set up project in the system to obtain goals of the program. Review terms and conditions with the program personnel to ensure they are familiar.Work with program personnel, finance and accounting to solve financial issues of program including financial reporting discrepancies, changes in indirect cost rates, projected deficits, tentative funding etc.Work with subaward coordinator to draft and negotiate HJF subaward agreements to ensure that Federal requirements, prime award provisions, and HJF's best interests are met.Assist and advises program managers, SPAs and investigators in project management including assisting with rebudgeting to get the maximum operational success through Oracle but also assuring that changes are accurate and allowable with HJF policies, performance site organization policies, Federal regulations, and funding agency requirements or restrictions; monitoring the status of appropriate assurances (animal use, human subjects, etc.); assuring that funding agency reporting requirements are met.Ensure all reporting requirements are met.Advise Principal Investigators and researchers regarding meeting award requirements, understanding terms, and providing necessary budget changes and justifications.Serve as HJF's initial point of contact on matters pertaining to sponsored programs. This includes assisting A/P with questionable disbursement requests on grants in the specialist's portfolio, approving equipment and foreign travel requests, requesting personnel changes due to projected deficits etc. Also approves personnel actions to ensure they are allowable, allocable and that there are sufficient funds to cover the actions.Maintain the grant file and ensures appropriate documentation is included in the file to withstand any audit.Meet with federal and private sponsors to address issues that arise during the course of the award from negotiation through close-out. Such meetings may need to also include other HJF departments including billing, regulatory affairs or program management. The Senior Manager is responsible for leading and identifying and carrying out solutions for issues that arise.Responsible for all assistance agreement prime award administrative activities including non-competitive proposal development, award negotiation, award execution, budget and financial management, compliance monitoring, research administration activities and close-out.Other duties as assigned.Supervisory Responsibilities

Direct Supervisor : Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases.Conduct employee performance evaluations and directs work activities.Qualifications

Education and ExperienceMaster's Degree required. Candidates with a Bachelor's Degree are encouraged to apply.10+ years experience required.Licenses and CertificationsCertified Research Administrator (CRA) preferred.Required Knowledge, Skills and AbilitiesKnowledge of research administration including UG, federal sponsors T&Cs.Grant and grant application from variety of sponsored agencies (NIH, USAMRA, USU, etc.).Basic regulatory compliance related to medical research.Strong customer service, interpersonal, and computer skills.Work EnvironmentThis position will take place primarily in an office environment.COVID-19 Vaccination RequirementSome HJF employees are required to be fully vaccinated against COVID-19.
