ABOUT THIS POSITION:

Under the supervision of the Quality Assurance (QA) Unit Program Manager, this position works within the QA unit supporting the work of the Adult & Aging Division. Responsible for identifying and implementing business improvements to include regular data monitoring, changes to policies, work practices, processes, and procedures. Conducts policy and procedure inventories in collaboration with the QA SSS III, reviews data for the division, supports QA activities with the units, and assists with the AAA area plan. Works with A&A leadership, finance staff, and others to support adherence to reporting requirements. Serves as a liaison between A&A leadership and staff and works in collaboration with the QA SSS III to inform updates to the A&A internal website and internal communication channels. Develops tools for the division to enhance quality across Adult & Aging.

Many of the duties and responsibilities include but are not limited to the following:Quality Assurance Peer Review Process/Program Improvement:

Serves as lead in the A&A Quality Assurance Peer Review process. Selects a randomized sample for each program area and evaluates and analyzes information to inform case practice, adherence to service standards, policy and best practices. Creates customized peer review outcome report for staff, supervisors and program managers and other stakeholders enabling them to monitor performance measures and make strategic decisions. Reviews all selected cases, documents findings, and shares findings with QA Manager and appropriate A&A leadership. Identifies challenges/issues based on peer review and develops solutions independently or collaboratively with the QA Manager. Partners with Social Services Specialist III (SSS III) and/or Statistical Data Specialist II (SDS II) to spearhead initiatives aimed at improving data collection and improving case practice, and documentation of work processes/workflow.Policy/Procedure Review:

In collaboration with the QA, SSS III, conducts strategic reviews of the various existing policy/procedure documents for A&A Division programs. Reviews records for accuracy, consistency, and compliance with existing state and local policies and service standards and makes necessary revisions/amendments as appropriate. Tracks and reviews requests made for corrections/changes to policy and procedures. Compares any correction/change requests against existing state policy and service standards to ensure compliance. Ensures any new policies developed are aligned and in compliance with existing state and local policies and service standards, as appropriate. Review newly adopted DARS policy and procedures and service standards and in partnership with the QA Manager and QA SSS III and makes necessary updates.Data Monitoring:

Reviews and builds competency around existing reporting capabilities available to users. Identifies high priority areas of non-compliance and provides report to QA Manager for follow up and collaborates with the QA SSS III and with QA SDS II to inform staff development needs. Assists with developing and conducting special studies and research initiatives; activities may include gathering quantitative data; engaging in qualitative data collection efforts such as interviews and focus groups; conducting literature reviews and conducting statistical analyses. Develops measurement tools including but not limited to case review tools and surveys. Research best practices and conducts benchmarking to inform local practice initiatives. Works with A&A leadership and Business Analysts (BAs) to inform of concerns found in reporting logic. Works with A&A leadership and QA Manager to determine any new reporting needs and the criteria for such reports. Collaborates with BAs to develop the report language and report logic based on specified criteria.Staff Development:

Collaborates with the QA SSS III in identifying learning needs informed by the Peer Review process. Collaborates with the QA SSS III to inform the development of an annual A&A Training Plan. In partnership with SSS III and SDS II identifies gaps in staff performance and compliance concerns that need improvement, and provides technical assistance related to program content and policy/procedures. Collaborates with SSSIII and/or SDS II to create training materials and train staff on specified topics.Area Plan Development:

Assists the QA manager in the development of the annual Area Agency on Aging's (AAA) Area Plan. Works with finance and appropriate AAA leadership to determine budget and service unit projections. Reviews service units submitted on the Aging Monthly Report (AMR) for trends and/or issues in data reporting.QA Content Communication:

Serves as a liaison between A&A supervisors/staff and QA SSS III to inform updates to the internal website and information channels regularly.Other Duties as Assigned:

Other program support activities to support the A&A division as determined by QA Manager.

KNOWLEDGE, SKILLS AND ABILITIES:Expert knowledge in all Microsoft applications; specific to Teams, Outlook, Excel, Word and PowerPoint.Expert knowledge and application of SQL and Crystal report.Expert knowledge and application of PeerPlace, Health and Human Services- Integrated Multifunctional System (IMS).Working knowledge of information technology software, hardware, and network communication technology.Experience related to quality assurance and quality improvement processes, program/policy development and management, or data management.Experience working with older adults and adults with disabilities.Familiarity with both Virginia state and Fairfax County Adult and Aging policies and procedures.Data analysis experience.Clear and concise oral and written communication skills.Strong attention to detail and demonstrated critical thinking and analytical skills.

The assigned functional areas of the position are

quality assurance and program improvement, policy/procedure review, data monitoring, training, and project management.

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus two years of professional work experience within the functional area.CERTIFICATES AND LICENSES REQUIRED:

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:Master's degree human services field.2 years' experience with adult protective services, adult services and Older American Act services regulations, policies, and procedures.2 years' experience with casework supervision practices and procedures.ORBachelor's degree in human services field.5 years' experience with adult protective services, adult services and Older American Act services regulations, policies, and procedures.5 years' experience with casework supervision practices and procedures.ANDTwo or more years of professional work experience related to quality assurance and quality improvement processes, program/policy development and management, or data management.Experience working with older adults and adults with disabilities.Familiarity with both Virginia state and Fairfax County Adult and Aging policies and procedures.Knowledge and experience with Microsoft Office applications and PeerPlace databases.Data analysis experience.Clear and concise oral and written communication skills.Strong attention to detail and demonstrated critical thinking and analytical skills.

PHYSICAL REQUIREMENTS:

May be required to lift/carry items weighing less than 10 pounds. All duties performed with or without accommodation.

Panel Interview and may include a practical exercise.
