Grey Street Consulting, LLC (Grey Street), a leading small business provider of Acquisition operational support services to Federal civilian and defense agencies, is seeking to hire a Contract Specialist to support our clients within Export Import Bank of the United States (EXIM).

EXIM is located in Washington, DC and this position is being performed in a Hybrid capacity. Work will be performed on-site a minimum of two (2) days per week (Tuesday and Thursday) and upon customer request.

Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future.

Essential Duties and ResponsibilitiesDevelop project milestones, meet with program offices to understand the project requirements, use required checklists and template to review procurement requests and task assignments, acquisition plans, together with related specifications, plans, purchase descriptions, funding documents, statements of work or performance work statements to determine if they are complete. Provide information to enable the CO to determine proper acquisition strategy.Prepare using SOPs and templates to develop documents, such as Request for Information (RFI), Request for Proposals (RFP) and Request for Quotes (RFQ) as well as the appropriate contract documents for Contracting Officer's (CO) signature.Coordinate evaluation kickoff meetings and collaborate with technical panel to evaluate and perform analysis of quotes, offers and proposals received. Provide information for the use of the CO in the negotiation process.Assist with cost and price analysis documentation in accordance with applicable regulations and manuals.Provide information to the CO for determinations regarding offeror responsiveness and responsibility, help guide /program offices and or CORs to produce a technical write up and analyze contract cost and pricing, proposals, and past performance.Prepare contract in ComprizonSuite, Federal Procurement Data System (FPDS-NG) inputs, and check SAM.gov for vendor registration and exclusion status for final CO approval.Prepare package for pre-solicitation and pre-award legal reviews in accordance with SOPs.Assist CO with distribute delivery, purchase orders, and prepare responses to Contractor inquiries.Recommend potential negotiation objectives using audit reports, technical analysis reports and pricing reports from other Government agencies or commercial entities for CO use.Prepare spreadsheets and pricing reports/memos in an easily understood, responsive and timely manner.Analyze prospective Contractor financial statements and prepare a report for use by the CO in determining the financial responsibility of a prospective contractor (financial pre-award survey) in accordance with FAR Part 9.Analyze salary and wage data submitted with proposals using pricing indices such as theConsumer Price Index (CPI), if applicable.Complete metrics tracking data for contract task action status on the SharePoint system.Ensure all contract documents are labeled, signed, filed, and uploaded in electronic contract file in Share Drive in accordance with SOP and Contract File Checklist (FAR 4.803).Prepare contract files using Contract File Checklist for closeout to include reviewing files for incomplete deliveries, determine requirements for close out audit, and initiate all documentation/actions required for contract closeout.Provide information to assist the CO in resolving problem areas related to contract performance.Coordinate with program offices/CORs and prepare amendments to solicitations or contract modifications and documentation to reflect the Government's requirement, for approval by CO.Analyze delivery delinquencies and performance discrepancies while recommending actions to implement resolution.Monitor the progress of deliveries, initiate follow-ups and reporting findings of the facts causing delivery delays or otherwise affecting ordering terms and conditions to the CO, to include the review of invoices and other Contractor submittals.Prepare documentation for administrative contract actions including task orders, modifications, work with CORs to complete CPARS evaluations, and exercise of options.Prepare and develop data and materials required for presentations, meetings, and technical reviews. Provide and/or participate in presentations/briefings as required and actively participate in meetings and technical reviews.Perform other acquisition-related, non-inherently governmental functions as required.Maintain contract file in paper format and/or OCS Electronic Contract File (ECF) on divisional share drive (I Drive), enter data in SharePoint, and ComprizonSuite or other contract writing system ensuring all applicable documents are signed, filed, and uploaded in shared file 'All EXIM Awards' folder.Capability of learning additional software that may be required for the position.Requirements

Bachelor's Degree in a relevant field.A minimum of five (5) years of experience performing cradle-to-grave acquisition management services.Knowledge of the Federal procurement cycle.Experience reviewing requisitions and determining appropriate method of procurement, i.e., formal advertising or negotiation. This includes citing the authority in determinations and findings reports.Experience developing procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.Experience in preparing and issuing solicitation documents, selecting appropriate clauses to complete specifications.Experience performing detailed analysis of bids or proposals received including insuring strict compliance with specifications on advertised procurement and recommending award to lowest bidder providing such compliance.Experience drafting final contract including specifications, packing, and shipping requirements, inspection instruction, and all other special and standard clauses.Exceptional ability to work collaborative in a team environment.Effective communication skills including excellent oral and written communication skills.Strong customer service orientation.Ability to work independently.Proficiency using Microsoft Office Applications, including Outlook, Word, PowerPoint and Excel.ADA Requirements

Operate a PC and phone in an office environment.Work in a primarily sedentary position.Perform some bending, light lifting, and carrying of equipment may be required.Any additional office equipment that is required by the position.
