We are seeking a talented and experienced GIS Developer to join our team. This role involves evaluating, analyzing, designing, and developing various GIS services, applications, and tools to meet organizational needs. The ideal candidate will be proficient in designing, programming, and maintaining GIS software and possess a deep understanding of Geographic Information Systems (GIS) to support business processes and maintenance activities.

This position involves evaluating, analyzing, designing, and developing a range of GIS services, programs, applications, tools, databases, layers, shapefiles, and graphic images. The role includes designing, programming, and maintaining GIS software to meet organizational needs, and requires a comprehensive understanding of GIS applications to support business needs, project processes, and maintenance activities. Responsibilities include developing various applications, such as GPS surveys, dashboards, websites, and enterprise-level experiences, as well as serving as project manager for GIS-related projects. The role also entails providing cartographic analysis, offering technical support for GIS programs, maintaining and troubleshooting existing systems, and upgrading software as needed. Additional duties encompass project development, management, budgeting, and supporting the GIS Manager with technical, supervisory, and professional tasks in server administration. This includes designing and managing both spatial and non-spatial databases, creating and maintaining GIS software applications and programs, and overseeing the development of web-based mapping applications for all departments. The position also involves designing and providing recommendations for software and hardware architecture and database design for GIS-based applications, and troubleshooting system problems related to the functioning of mapping systems.

Essential Functions

Keeps the Toho Promise at the forefront of providing support, collaboration, expertise, and action; builds strategic and collaborative relationships in a way that builds confidence and instills trust; provides excellent customer service in achieving objectives and implementing innovative solutions to challenges.Proficiency in ESRI desktop suite of applications (ArcMap, ArcGIS Pro, etc.)Assists with the design and implementation of professional geospatial applications using ESRI and open-source technologies.Assists with developing GIS-centric web applications or GIS Windows applications.Develops customized webmaps and out of the box GIS based applications.Develops ArcGIS tools and geoprocessing services using Python and ArcPy.Configures and creates GIS web maps using ArcGIS Online or Esri suite of software including Web App Builder/Experience Web App BuilderWrites programs/scripts using python/arcpy or R to automate GIS processes and workflows.Geodatabases, geometric network and utility network datasets and relational databasesConfiguring branch versioning, deploying and maintaining a multiuser geodatabase using SQL server or relational database management systemPerforms GIS technical support for users of GIS applicationsExperience using ArcGIS Enterprise and ArcGIS Online including but not limited to administration and configurationExperience working with HTML5, CSS, Bootstrap, ESRI API for JavaScript (4X)Provide assistance in configuration and setup of Trimble and its integration with GIS. Performs technical support and analysisWorks with System Administration to resolve GIS related issues.Responsible for developing applications, dashboards, sites, and experiences in an enterprise environment.Design and implementation professional geospatial applications using ESRI suite of packages and open-source technologies.Perform and oversees the implementation of new GIS data/applications/processes to ensure the effective development and delivery of GIS services.Interacts regularly with other County agencies and other governments.Ensures that GIS application software and hardware operate efficiently and meets the Toho needs; update layers as changes occur.Familiar with SSL, DOD certs and ports used by base ARCGIS Enterprise componentsPlan, direct, and participate in the acquisition, installation, administration, and operation of Toho Water Authority's geographic information system (GIS); oversee software release installs and updates for both systems.Assist with special GIS projects including system integration, database development; Serve as project lead for application development; meet with various GIS users and Information Technology to plan and discuss system requirements; provide project status updates as needed.Integrate GIS with other computer applications; meet with users and review requests; develop and tailor applications to meet user needs; prepare documentation.Plan and develop Toho-wide user training for geographic information systems; develop policies and procedures for users and output requirements for GIS services.Coordinate the design and development of department-specific GIS web applications; configure system operational functions; prepare reports as necessary.Research and investigate geographic information system industry techniques and products; evaluate and recommend GIS software and hardware systems.Attend and participate in professional group meetings, seminars and trainings in order to stay abreast of new trends and innovations in the field of geographic information systems technology.Must use, capabilities, operational characteristics of geographic information systems equipment and specialized in software included in the ESRI computer mapping applications.Any other duties as assigned.Minimum Qualifications
