The responsibilities of the Compliance Analyst include the development and renewal of policy/administration records/tasks (i.e., tenant selection plans, affirmative marketing plans, compliance forms, etc.), assisting with major annual filings (i.e., tax exemptions, annual owner certifications, etc.), and conducting routine compliance monitoring of key requirements (i.e., maximum gross rents, utility allowances, occupancy/certification data, resident services, etc.). The Analyst is responsible for managing internal systems/workflows and usage requirements of third-party systems as assigned (i.e., Smartsheet, Yardi, HUD Secure System, etc.). The Analyst functions as the Enterprise Income Verification (EIV) Coordinator for HUD-subsidized properties within the portfolio. The Analyst manages the compliance department's organization/upkeep of records (i.e., regulatory agreements, property listing, etc.). The Analyst works with the Department to maintain compliance with the regulatory commitments for the applicable programs: Section 42/Low-Income Housing Tax Credit program, VASH, HUD Section 8, HUD 236, HUD 202 PRAC, Bond, HOME, CalHFA, AHP, MHP, and special needs housing programs, and other housing programs as applicable. The Analyst provides technical assistance, responds to inquiries, and supports the Department as needed (i.e., external reporting, lease-ups/resyndication projects, file processing/approval, audit procedures, etc.). As needed, the Analyst travels to all locations where the organization conducts business, including out-of-state locations. The Analyst brings excellence to their work and related activities and effectively completes the job.EDUCATION/EXPERIENCE:A minimum of four-year college education/technical school training, or four years of relatable experience and/or training or equivalent combination of education and experience. Five years or more experience in a relatable occupation or experience in an affordable housing program or a Bachelor's degree is preferred. Professional industry designations of Housing Credit Certified Professional (HCCP), Novogradac Property Compliance Certification (NPCC), and Certified Occupancy Specialist Advanced (COSA) are highly preferred. Experience with Smartsheet or Yardi is preferred; the ability to design and build digital monitoring systems (dashboards, moderate-to-advance formulas, etc.) is highly preferred.REQUIRED QUALIFICATION AND DESIRED CHARACTERISTICS:Advanced-level attention to detail and ability to identify noncompliance/effective corrective action for affordable housing programs;Flexibility to travel and adapt to changes;Ability to read/examine/apply extensive regulatory literature;Critical thinking and decision-making;Moderate-to-advance level ability to maneuver through technical systems;Effective written and verbal communication.SALARY RANGE:$52,000-$53,040 DOE***Benefits include 100% employer paid medical, dental and vision.***Equal Opportunity Employer, including disabled and veterans.
