The US International Development Finance Corporation (DFC) is America's development finance institution. DFC partners with the private sector to finance solutions to the most critical challenges facing the developing world today. OCI operates as a cross-sectoral entity that deploys risk-tolerant, patient capital to address capital gaps in challenging markets where traditional commercial or mainstream DFI investment is insufficient. OCI serves as a hub for catalytic governance and knowledge sharing within the DFC, with a specialized team dedicated to driving transformative impact through strategic risk-taking and encouraging catalytic transactions agency-wide. The creation of OCI is a testament to DFC's institutional commitment to tackle market failures, reach underserved markets, and foster emergent sectors with significant impact potential.

The work of the Financial Risk Analyst involves strategically deploying more risk-tolerant, patient capital to address capital gaps in challenging markets where commercial investment fails to reach. In addition to a specialized team of investors, OCI serves as an organization-wide catalytic governance and knowledge sharing function within DFC. DFC invests across various sectors, including energy, healthcare, critical infrastructure, and technology, while also providing financing for small businesses and women entrepreneurs to create jobs in emerging international markets. The agency upholds high standards of environmental and social responsibility and fosters partnerships to advance transformative projects globally. DFC, as the U.S. Government's development finance institution, mobilizes and facilitates private capital and skills in the economic and social development of emerging market economies. The Financial Risk Analyst position specifically supports DFC's strategic development priorities.

Work is primarily performed at the U.S. Agency's office in Washington, DC. Remote work may be permitted in accordance with the contract.

This position is contingent upon award.

ResponsibilitiesConduct review, analysis, and processing (50%)

Analyze large amounts of DFC portfolio and pipeline data;Review relevant documentation of DFC policies, including but not limited to risk, credit, investment, and development impact;Collect information through interviews of relevant management and other stakeholders to understand risk appetite and resource availability;Research industry standards and benchmarks for deploying catalytic investments, including the use of concessional finance;Synthesize and summarize analysis in a written report.

Prepare guidelines and develop standards for evaluation of catalytic transactions (50%)

Prepare an informational guide or a primer for the landscape of catalytic investment finance structures, products, vehicles and potential use cases;Develop a comprehensive risk framework that will guide DFC investment staff in evaluating the risks and returns of potential catalytic transactions;Create investment guidelines in partnership with DFC for when to strategically deploy catalytic investments, including the use of concessional finance.Performs other related duties as assigned.

QualificationsMust have the ability to obtain and maintain a Public Trust clearance.Master's degree in Business Administration, Finance, Economics or International Development.Minimum of

7 years of experience within the last 10 years

working in investment management, development finance, or strategy consulting backgrounds in emerging markets.Experience in due diligence and risk analysis of impactful investments designed to address critical development challenges.Experience that demonstrates the ability to perform the responsibilities described above.Preferred QualificationsExperience in the impact investing ecosystem.Deep knowledge of impact themes and the catalytic capital marketplace.Experience structuring innovative transactions and analyzing legal terms.

Below is the pay range aligned with this position. When creating an offer, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive.Dexis pay range for this role:
