is currently hiring a Senior Budget Analyst to join our expanding financial management practice. The ideal candidate will have experience preparing, analyzing, monitoring, controlling, and interpreting budget processes within IT capital planning, program, acquisition, and financial management practices. Primary Location: Ashburn, VA and is metro accessible.Duties and Responsibilities:

Draft, analyze, integrate, review, and provide status of funds reports for investments located within the CBP/DHS portfolio in accordance with Government, DHS and CBP regulations.Provide support in the following areas: programming, planning and budgeting management including budget preparation and justification, funds execution, program planning, control, analysis, and the presentation of this data in various formats.Analyze obligations and expenditures, maintain forecasts, prepare reports on the status/recommendations and availability of funds, justify and prioritize unfunded requirements, and assist with development, review and recommendation of execution year funding efforts.Provide invoice preparation for validation, verification, and approval by the Contracting Officer's Representative (COR) and submit data into the official government financial system.Assist and support the technical and management units in aligning programs and projects to meet the investment and mission goals of DHS/CBP and OMB Business Case (formerly OMB 300) and IT Portfolio (formerly OMB 53).Collect, analyze, and organize investment documentation required by funding approval sources and/or stakeholders for review to ensure the PSPD submission is accurate and timely.Coordinate, attend, and document meetings and project reviews to capture ongoing program and project data and information, including developing meeting agendas, capturing and tracking risks, issues and action items, and capturing and publishing meeting minutes.Assist programs and projects with planning and executing all phases of the acquisition lifecycle (Need, Analyze/Select, Obtain, Produce/Deploy/Support), including review and development of spend plans, cost estimates, resource requirements, and workload analysis.Assist with the collection, organization of information, development, analysis, and maintenance of program artifacts such as: Acquisition Project Plans; Integrated Master Plans; Integrated Master Schedules; Acquisition Program Baseline Development; Resource Allocation Plans (RAPs); and Reporting.Assist Government with all program management-related documents and artifacts to include Program and Project Planning and Control, Management Plans, Spend Plans, Unfunded Requests, Service Delivery Requests, Risk Management Plans, implement document management control procedures and processes, and maintain existing program documentation and historical program files.Required Qualifications:

Bachelor's degree, preferably in Business or Accounting.Master's degree.8+ years' experience, preferably with 5+ years' experience in Federal Information Resource Management (A-11) in areas such as program, budget, and financial management practices.4+ years' experience in providing consulting services.Leads communication efforts between stakeholders.Works independently as well as with team members.Knowledge of federal budget processes and authorizations.Experience in working at Agency/Bureau level to implement Budget.Advanced skills in Excel creating spend plans and budget plans.Strong knowledge in building budget and execution models using Excel.Ability to conduct research and analyses to resolve problems and offer corrective action.Ability to pass client clearance requirements.Desired Qualifications:

Working knowledge of federal procurement processes, and tools especially within civilian agencies.Ability to interpret IT Technical details and translate to financial requirements.Understanding of CPIC as it relates to budget formulation and execution.Ability to interpret Business Processes and translate to financial requirements.Ability to interpret policies and standards and translate to audience-appropriate communications (web, briefing slides, etc.).Must have strong interpersonal communications skills as this person will be primarily working with executive level staff.Strong oral and written communication skills and the ability to present a polished, professional, and diplomatic image to clients and executive level personnel.Strong analytical skills - assertive and inquisitive manner that allows the individual to take even indirectly related and orally communicated information and transform it into actionable information.Proficiency with Word, SharePoint, and PowerPoint.Project Management experience.Project Management Professional (PMP) certification a plus.Chevo
