The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS aims to ensure that the procurement process remains fair, transparent, efficient, and cost-effective.
MOCS makes it easier to do business through the use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and the ability to achieve results are valued. Staff must conduct all duties relevant to their position in their assigned division and demonstrate an advanced level of expertise. This position requires a focus on aligning daily operations to the agency's strategic priorities, engaging stakeholders in planning, and ensuring performance using well-defined success metrics and project management strategies. All staff are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and use modern technology software and hardware to complete daily duties. This position must collaborate with other team members to implement projects, help to maintain and/or analyze operational data, and interact with external stakeholders.
The Deputy Chief of Staff will report to the Chief of Staff, who is part of the Director’s executive staff, and will assist the Chief of Staff to interface with management across all agency divisions. Candidates for this position are expected to be highly organized, entrepreneurial, innovative, and possess strong communication, policy analysis, and relationship management skills.
Under the direction of the Director/Chief of Staff, the Deputy Chief of Staff will require someone who can understand multiple business domains and quickly gain a broad understanding of all aspects of MOCS’ operations to best represent the Director on a broad range of topics. While the selected candidate will be expected to have a broad understanding of MOCS’ operations, he/she will need good judgment to ascertain when to involve MOCS’ programmatic subject matter experts to ensure that MOCS’ official position is considered and clearly conveyed.
Responsibilities:
Strategic partner and thought leader that can lead and/or assist in the management of special projects and initiatives. Support the management of intergovernmental affairs for the agency, including advancing and monitoring legislative priorities, supporting principals at City Council hearings, drafting written communications, managing external relationships, and other tasks as needed. Identifying and triaging issues that are escalated to the Director/Chief of Staff for appropriate handling. Drafting memos, background documents, presentation materials, reports, and other documents that distill complex issues. Preparing agendas and minutes for Director/Chief of Staff meetings. Tracking follow-up actions across the organization. Project planning and providing regular updates on current projects by gathering information from project managers and leaders. Serving as a liaison with City Hall, other city agencies, external stakeholders, and internally. Providing department leaders with recommendations and consultation to improve teamwork. Collaborating with the senior leadership team to determine and prioritize agency strategies. Ongoing professional development to strengthen skills and increase knowledge in relevant areas of procurement, technology, government operations, public policy, and people and change management. Understand issues affecting relevant stakeholder groups, including but not limited to covered city agencies, Minority and Women-owned Business Enterprises (M/WBEs), nonprofits, etc. Special projects, as assigned.
Minimum Qualifications:
Do you have a baccalaureate degree from an accredited college or university? Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory, or liaison responsibilities? Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above? Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
Preferred Skills:
Master’s and/or Bachelor’s degree in a related field. Proven record of initiating and managing complex, interdisciplinary projects involving multiple constituents. Ability to think creatively, embrace new approaches and pioneer innovative solutions to intricate issues. Ability to interface with executive-level management and give senior-level presentations. Meet deadlines and work independently while paying close attention to details. Establish relationships quickly and maximize positive team dynamics. Succinctly and effectively communicate verbally and in writing. Distill complex material, present information, and make actionable recommendations. Analyze data and summarize research to lead ongoing improvement in operations and service. Define job responsibilities, screen, interview, and train staff. Supervise, coach, and structure ongoing professional development for individuals and teams. Facilitate ongoing intra- and inter-unit knowledge sharing, team-building, and collaboration. Convene cross-functional teams for planning or coordination activities. Liaise with administrative teams to address human resources or other operational matters. Maintain and update knowledge base, records, and protocols. Represent MOCS in executive forums, conveying priorities and capturing stakeholder feedback. Juggle multiple priorities, adjusting subtasks and timelines to ensure goals are met. Serve as project manager for various initiatives, as necessary.
