This position supports the Baltimore District's important mission by performing complex procurements for Architect-Engineer, Construction, other services, and commodities to support projects and operations in the Mid-Atlantic region and beyond.Responsibilities:Execute a broad range of pre-award and post-award contracting functions to include acquisition planning, negotiation, and contract administration.Conduct market research and coordinate with the Deputy for Small Business to determine sources to be solicited.Determine appropriate procurement strategy, conduct pre-proposal conferences, and address protests.Evaluate proposals in accordance with source selection evaluation processes, conduct negotiations and prepare award documents, and conduct formal debriefings with unsuccessful offerors.Prepare well-written and concise documentation (Determination and Findings, Justification and Approvals, Award Determination) to support the procurement decision(s).Work with District elements to assess requirements and provide technical advice with long-range and day-to-day procurement planning.Qualifications:Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:Specialized Experience:

One year of specialized experience which includes:Performing Pre-/Post-award functions such as acquisition plans, contract negotiation or monitoring performance;Preparing solicitations that communicate the Government's requirements to industry;Evaluating responses to solicitations such as requests for information or offers;Resolving contracting issues following procedures, regulation, guidance or policies.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).You will be evaluated on the basis of your level of competency in the following areas:Acquisition StrategyContracting/ProcurementDecision MakingTeamworkWritten CommunicationAdditional Information:Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Contracting and Procurement Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. A Recruitment/Relocation Incentive may be authorized for this position subject to agency determination.
