4/1/2024 Details: Fort Vancouver Regional Library District (FVRL) has an opening for a Finance Director. This position plays a key role in developing and maintaining the district's financial policies, procedures, reporting systems, and methods of financial control. The Finance Director is also a member of the district's administrative leadership team which helps to set organizational direction and is an integral part of the decision-making and strategic planning process. This position reports to the Executive Director and oversees the department staff including the Finance Manager, Payroll Specialist, Purchasing Supervisor, Accounting Specialist, and Accounting Assistant. The Finance Director is responsible for the oversight and management of all financial aspects of the library district, including financial reports, budget, payroll, accounts receivable and payable, purchasing, cash flow, debt management, investments, and levy administration. This position prepares all financial statements; is responsible for the negotiation, administration, and termination of grants and contracts; and serves as the primary point of contact with the state auditor, county treasurers, and any vendors that interface with this division. Qualifications: To be considered for this position, applicants must have: Bachelor's degree in accounting, finance, business, or related field of study required or equivalent. Six years of progressively responsible work experience in a public or government entity monitoring and developing large complex budgets with multiple funds, accounting, financial planning, or experience that clearly demonstrates the ability to perform the work of this position. Experience working with capital budgets. At least three years of supervisory experience. Certified Public Accountant (CPA) License and/or Certified Public Financial Officer designation is preferred. Comments: Those with experience matching the minimum education and experience requirements listed above can expect to start at $94,173.12 annually. The pay grade for this position spans from $94,173.12 to $141,260.16. Employees progress through the pay grade by demonstrating successful completion of growth and development activities at set milestones over the course of 20 years. We have an excellent benefit package. FVRL covers 90-95% of full-time employees' health insurance premium cost and 90-100% of dental insurance premium costs. In addition, we provide employees with Life Insurance, AD&D, and Long-Term Disability Insurance at no cost to the employee. Employees have the ability to enroll in additional, voluntary life insurance, income protection plans, flexible spending accounts, and health savings accounts. Our employees enjoy 12 paid holidays throughout the year. Full-time employees accrue 8 hours of sick leave per month. The initial vacation leave accrual is 11 hours per month; this increases over time based on years of employment.
