POSITION SUMMARY :Under general direction, oversees the development, implementation and monitoring of safety management throughout the organization. Coordinates the Environment of Care program in accordance with Joint Commission standards to assure a hazard-free facility for patients, visitors, and colleagues. Maintains liaison with external regulatory agencies pertaining to environmental health and safety, and develops and implements policies in compliance with standards and regulations. Manages the information collection and evaluation system to identify and mitigate unsafe environment of care conditions. Assists the Senior Director of Facilities when required.Manages, controls, & monitors the installation, corrective and preventive maintenance on the hospital facilities related equipment. Monitors and maintains databases related to the utilization and consumption of all utilities, responsible for the utility payment and allocation of utility bills. Responsibility for maintaining documentation related to all regulatory agencies included but not limited to the Joint Commission, city codes, and state codes. Specifically responsible for NFPA Life Safety Code compliance across all healthcare occupancies as defined by the Joint Commission and NFPA.Position: Manager FacilitiesDepartment: FacilitiesSchedule: Full Time, 40 Hours, DaysESSENTIAL RESPONSIBILITIES / DUTIES:Principal Duties and Responsibilities -Participate in the management of the hospital's abatement and internal construction projects.Participate in Pre-construction Risk Assessment (PCRA management). The position provides support related to the PCRA program including managing PCRA meetings and databases, auditing sites, and providing education to contractors and internal stakeholders.Life Safety Code Compliance: Assist in NFPA Life Safety Code (LSC) compliance activities, including oversight of audits of required fire and smoke barrier walls, inspections of doors, and LSC code interpretation support.Hospital, Construction, and BMC Facilities Laboratory Inspections: Conduct periodic inspections of hospital areas including inpatient, support and ancillary services environments, construction sites, and laboratories in accordance with federal, state, and local government regulations and agencies' policies.Works with Facility Managers to oversee the Preventative Maintenance program and ensure that work is being completed by the required time restrictions. File all paperwork as necessary.Manages trade union staff according to the collective bargaining agreement. Guides medical center interpretation of Union agreement and leads efforts to refine and improve workforce satisfaction, productivity, and efficiencies through effective continuous improvements in union agreements and processes.Direct the daily maintenance operations of assigned staff, buildings, etc.Cover for colleagues who may be temporarily indisposed.Triage of work requests, proper work assignments, and financial implications.Fill out and file all Infection Control Risk Assessments (ICRA's) prior to beginning physical plant alterations or maintenance work in occupied areas that could compromise patient care.Full Implementation of hospital-wide Plan for Improvement and risk assessment process.Carries out a computerized preventive maintenance program for facilities and related equipment, provide routine and emergency maintenance, service calls and maintenance service requests and complete major maintenance and repair projects. Conduct regular site inspections, recording any violations. Follow up on any deficiencies noted during inspections and ensure that they are corrected.Responsible for updating, revising, and composing Joint Commission required policies and procedures. Reviews and updates all document review books for the Facilities Department with regard to EOC and Life Safety Requirements. Works closely with assigned Life Safety surveyors.Develops Utility Management Report on a quarterly basis. This report contains information related to utility failures and steps taken to prevent future events.Works closely with Project Managers to ensure compliance on all outside contractors and in-house construction teams.Conducts employee performance evaluations and discipline when appropriate to include termination, documented as per established hospital policy.Manages a preventive maintenance program including an extended overhaul and replacement program for capital infrastructure.Participate in the on-call manager rotation as required.Responsible for effective personnel management including hiring, training, directing, mentoring and instilling a commitment to quality and excellence.Oversees utilities distribution services to all buildings.Ensures that all job duties are performed in accordance with all accepted and standard safety procedures to ensure that a safe and comfortable environment is maintained for patients, visitors, tenants, employees, vendors, staff, and students.Must adhere to all of BMC's RESPECT behavioral standards.Manages internal and external technical and administrative aspects of the maintenance division's personnel who provide maintenance and operations services for all buildings including all interior and exterior maintenance.Pull hospital Po # as required.Ensures all team members carry out duties effectively, including time accounting, job planning, work order completion, ordering materials, and workload assessment.SafetyEnsures that all job duties are performed in accordance with all accepted and standard safety procedures to ensure that a safe and comfortable environment is maintained for patients, visitors, tenants, employees, vendors, staff, and students.Up to date with all current regulations regarding working in an active hospital environment.Responsible for ensuring all standard Hospital safety regulations as well as those of all regulatory authorities having jurisdiction are followed.Ensures safe and clean working environments in order to eliminate accidents and abide by Boston Medical Center and departmental policy and procedures.Behavioral (Universal) Performance StandardsConforms to hospital standards of performance and conduct, including those pertaining to patient rights, so that the best possible customer service and patient care may be provided.Utilizes hospital's behavioral standards as the basis for decision making and to support the department's and the hospital's goals.Follows established hospital infection control and safety procedures.Develops competencies as related to the position and performs all other duties as neededEDUCATION:Bachelor's degree in engineering or related discipline (or equivalent work experience required).CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:Massachusetts Electrician/Plumbing/Refrigeration/Stationary Engineer License is preferred.Construction Supervisor's License is also preferred.Possess and maintain a current, valid Massachusetts driver's license and successfully complete a motor vehicle driving records check.EXPERIENCE:5-years' experience in facilities management including comprehensive knowledge of buildings and equipment with ability to foresee problems, implement solutions and complete ordinary repairs in a timely manner. Alternatively, requires a minimum of 7 years of work experience in the field of facilities management. Or requires at least 3 years of related experience with a related degree.KNOWLEDGE AND SKILLS:Ability to understand and analyze complex technical documents, blueprints, contracts, specifications, energy reports and charts of accounts.Full understanding of purchasing and negotiating functions, and ability to create and analyze complex documents.A high level of analytical ability is needed due to the complexity of problems encountered.Effective Business English skills with the ability to communicate professionally with a wide variety of people at different levels of the organization.Proficient with standard Microsoft programs (i.e. MS Word, Excel, PowerPoint, Outlook) and web browsers.Ability to follow and give oral and written instructions in English and ability to read, comprehend, and work from plans and blueprints.Highly organized and ability to maintain proper productivity and work flow for multiple projects.Must be a team player and able to maintain cooperative working relationships.Demonstrated sensitivity to and respect for a diverse population.Must be able to perform physical activities, such as, but not limited to, lifting equipment (up to 50 lbs. unassisted), bending, standing, climbing or walking. Must be able to safely use manual tools and power equipment common in the trade.
