Washington, DC TENICA is looking to hire a Senior Technology Advisor, Analyst, Liaison SME. An active

TS/SCI

clearance required. This position is hybrid. Serve as the liaison with industries on importation, acquisition or uses related to information and communications technology and services under the jurisdiction of the Department of Commerce. Integrates industry's economic/regulatory concerns into the Department’s regulations. Use knowledge and engineering skills in the areas of telecommunications (including optical, wireless and wireline networking), advanced computers, computer science, software development, computer networking, information security, cybersecurity, encryption, mobile networking, satellite communication, networking infrastructure, internet connected devices, and ICTS integral to artificial intelligence and machine learning, quantum key distribution, quantum computing, drones, autonomous systems, and advanced robotics to conduct studies of technical data in terms of their potential for technology vulnerabilities and to evaluate technical data to identify effective mitigation techniques and strategies. Represent the Department positions at interagency and other meetings. Resolve outstanding interagency issues rarely involving senior Departmental officials. Review prior regulatory or policy-related cases for precedent history, approvals, and denials. Provide technical assistance to subpoena preparations. Prepare technical analysis papers for escalation to interagency committees and provide information and analysis of cases to interagency parties. Address complex and detailed questions from varying audiences to include peers, representatives from federal agencies or professional organizations or industries, and the general public using knowledge and engineering skills and risk mitigation mechanisms gleaned from similar regulatory bodies including Export Administration Regulations (EAR), the Committee on Foreign Investment in the United States (CFIUS), and the Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector (aka, Team Telecom). Prepare technical analysis reports that evaluate the strategic applications of the technology and services in area of expertise to identify effects of technological advances on existing rules and mitigations and potential need for new rules. Develop and formulate, with general guidance from senior officials, regulatory policy, evaluation of trade, including imports or exports, and remediation of technical and policy disputes between interested parties. Develop, revise, and draft technical portions of agency guidelines that affect industries and other government agencies. Draft papers and develop agency position papers. Coordinate meetings of government and industry experts to resolve issues and develop proposals for the inclusion or exclusion of specific information and communications technologies and services within the jurisdiction of Commerce. Participate in advisory meetings. Attend international meetings to support the USG position on technology and services of interest to the Department. Prepare briefing materials for senior department officials attending Interagency Policy Committee (IPC), and Deputies Committee (DC) meetings. Establish and maintain contacts with manufacturers to provide technical advice for specific transactions and to remain informed on industry developments. Support industry and international outreach activities. Develop, formulate and coordinate technical analysis in support of investigative, technical, policy or regulatory reviews. Provide technical assistance to the preparation of subpoena questions.
