Provide technical assistance and interpretation of program laws, regulations, policy, and guidance concerning ITS, traffic operations in the implementation of Federal aid transportation and highway projects for the State.Serve as a technical resource for Division activities in operations and provides technical assistance in matters pertaining to ITS issues and problems, and the deployment of technology and techniques. Also review and assist with matters pertaining to the tolling/pricing, managed lanes, reducing border congestion, reducing congestion, and performance management of the transportation system.Coordinate and collaborate with FHWA contacts, as well as state, local, and Tribal government representatives on activities related to traffic congestion, system performance, and safety. Ensure compliance with federal laws and regulations pertaining to such matters as funding eligibility, grant funding mechanisms and agreements, planning, programming, and project development review and implementation. Promote consistency in the decision-making and interpretation of Federal-aid highway program requirements and related regulations among Division staff members.Facilitate interagency cooperation for the establishment of coordinated, operational traffic management systems. Assist in the implementation of state-of-the-art technology-based solutions to real world transportation problems by providing technical guidance, and support to the State Department of Transportation (DOT), Tribal or local city/state entities in the development of transportation projects involving ITS technologies, ITS standards, and criteria.Serve as a representative of the Division Office on Federal-aid transportation projects, requiring the development of wide-ranging knowledge of highway engineering and administration expertise to facilitate interagency partnerships in furtherance of mutual goals. Consult and or coordinate with other specialists in the Division such as Planners, Environmental Specialists, Financial Specialists, and Structural Engineers, as needed, to clarify or resolve issues and problems related to projects.The

ideal candidate for this position

is an engineer with experience monitoring Federally funded highway programs or delivering highway projects from initial scoping through construction support, traffic operations and maintenance; and experience conveying ideas and concepts to persuade others in meetings, discussions, and in writing.
