The purpose of INTEGRATE is to contribute to sustaining the gains in the HIV response and enable pandemic preparedness and resilience in the face of other health threats by integrating current HIV systems for prevention, care, and treatment services into existing country health systems and primary health care platforms, in alignment with country priorities.The Technical Director is considered key personnel and must meet or exceed the qualifications listed below. This individual will be responsible for providing technical leadership and supporting the Project Director with their responsibilities.Please note this position is contingent upon award to PATH and approval from USAID.ResponsibilitiesProvides overall technical leadership, management, and monitoring of project implementation including but not limited to: (1) ensuring activities are aligned with the latest scientific evidence in HIV/PHC integration; (2) incorporating innovative implementation approaches; (3) developing solutions to barriers and issues impeding the implementation of the program; (4) ensuring activities are responsive/adaptable to country-specific contexts; and (5) ensuring adherence to USAID technical guidance and global best practices.Oversees the development of Mission buy-ins activities in consultation with USAID Missions, national ministries of health, and other in-country stakeholders, ensuring alignment with national and international standards and PEPFAR and USAID requirements.Supervise technical advisors and oversee the work of consultants in regional and country activities.Provides technical support to project countries for the introduction, scale-up, and timely delivery of high-quality interventions across all technical areas, including but not limited to: integration of HIV into primary health care systems from community to facility; infectious disease prevention, care and treatment; improved health worker capacity and governance structures; pandemic and emergency outbreak preparedness and response; and data collection, analysis, and use for decision-making.Collaborates with project team to build capacity of national ministries of health and other relevant stakeholders for sustained implementation of project activities.Supports developing project work plans and guide the design of specific, quantifiable performance indicators and targets for core and country programs, and reporting results.Contributes to identifying and scaling-up best practices in health systems strengthening; documentation and dissemination of project activities; and other learning activities.Identifies short-term technical assistance needs and assists with recruiting and managing consultants as appropriate.Leads collaborations with local and regional partners in the development and execution of project activities and capacity strengthening efforts.Mentors and guides project teams across geographies and the PATH PHC portfolio.Required qualifications and experienceMaster's degree or higher in medicine, public health, social sciences, development, or related field.Minimum of 10 years of providing technical leadership in designing and implementing technical assistance activities for HIV/AIDS, health systems strengthening, or related programs, collaborating closely with national ministries of health and other government and civil society stakeholders at country level; demonstrated senior leadership and management experience on multi-country USAID programs preferred.At least five years managing a complex international development program component or portfolio of complex international agreements involving supervision of staff.Demonstrated international credibility as a leader on health systems strengthening and/or primary health care systems and/or HIV/AIDS.Proven experience in working with senior-level representatives of ministries of health and other national government stakeholders, international organizations, other bilateral donor and civil society organizations, and private sector organizations.Significant experience with the planning, design, and execution of global technical assistance, including experience in deploying a range of capacity strengthening strategies; extensive experience designing and/or evaluating PEPFAR programs in low- and middle-income countries preferred.Demonstrated management, leadership, decision-making, and interpersonal skills.Full professional proficiency in English, with excellent oral and written communications skills required.Ability to interact professionally in French and/or Portuguese an advantage.Available to travel nationally and internationally up to 25%.PATH is dedicated to building an inclusive workforce where diversity is valued.PATH is an equal opportunity employer.
