We look for people who have bold new ideas, courage and a pioneering spirit to join forces to invent the future, and have fun along the way.Responsibilities:The full range of the subcontract acquisition process including preparation and execution of subcontracts while ensuring compliance to company policies and procedures.Understand the Buyer and the Seller roles in establishing mutually successful business arrangements.Work specifications and solicitations/bid packages, proposal evaluation, price and term negotiations, development of contractual documentation and post-award administration.Support a team-based organization and perform activities in various cross-functional areas including strategic analysis, complex negotiations, procurement execution/award, finance, and internal customer service.Execute major procurement activities and provide contractual support and documentation to suppliers in support of proposals and programs.Specific Responsibilities Include:Sourcing and procuring specialized goods and services, both domestically and internationally.Own contractual management for the supplier.Responsible for source selection from contract proposal to execution phases.Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users.Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.Prepares bid packages, conducts bidders conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.Evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.Manages performance of subcontracts, ensures compliance with all public law requirements as well as company policies and procedures including import/export regulations.Employs sound business practices and assesses supplier performance as part of follow-up activities.Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization.Manages and develops strategic/key suppliers.Reviews and approves supplier payment as needed.Preparation of Non-Disclosure Agreements, Teaming Agreements, and Memorandums of Agreement and Pricing Agreements.Band 2 Basic Requirements:Bachelor's and 3+ years of supply chain, procurement, business management and/or related experience OR 1 year of supply chain, procurement, business management and/or related experience with a Master's Degree.Strong verbal and written communication skills.Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences.SAP experience.Knowledge of FAR/DFARS.Proficiency in MS Office suite.The ability to obtain and maintain a DoD clearance is required (US citizenship).Band 3 Basic Requirements:Bachelor's and 6+ years of supply chain, procurement, business management and/or related experience OR 4+ years of supply chain, procurement, business management and/or related experience with a Master's Degree.Strong verbal and written communication skills.Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences.SAP experience.Knowledge of FAR/DFARS.Proficiency in MS Office suite.The ability to obtain and maintain a DoD clearance is required (US citizenship).Preferred Qualifications:Professional experience in a regulated industry; to include Aerospace & Defense, Insurance, Financial Services, Telecommunications.Demonstrated experience with multiple contracting formats, including Firm Fixed Price and/or Cost Reimbursable.Familiarity with terms and conditions, and/or special contract clauses/types such as: long term agreements and intellectual property agreements.Demonstrated negotiation experience.Ability to obtain and maintain Secret Clearance.Salary Range:

$68,800 - $103,200Salary Range 2:

$84,600 - $127,000The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Northrop Grumman is committed to hiring and retaining a diverse workforce.
