Job Description:

Generally, the Senior Logistics/Supply Chain Analyst supports the planning, policy, execution, reporting, and oversight of Financial Management (FM) operations related to the procurement of goods and/or services. Support budget execution, OMB A-123, and financial statement audit initiatives. Support the formulation, evaluation, interpretation, and application of proposed and published Logistics supply policies and procedures. Support Fiscal Year (FY) closeout activities, including funds execution, reconciliation, and validation. Develop and deliver Procure-to-Pay (P2P) briefings, training, assistance, and internal control assessments.

Key Responsibilities:

Specifically, the Senior Logistics / Supply Chain Analyst position will support U.S. Marine Corps activities and personnel with the execution of assigned responsibilities within the Defense Agencies Initiative (DAI). This includes receiving, analyzing, prioritizing, coordinating, diagnosing, and resolving requests for assistance through in-person support, primarily with geographically local activities. Routine scenarios may be resolved through the application of existing guidance and training aids while non-routine scenarios may require significant research and coordination to develop, propose, and implement service-wide solutions utilizing Robotic Process Automation when applicable.

You will document key controls, improve process flows, and draft business process narratives. You will also identify and research performance trends and processing gaps, coordinate with stakeholders, and report findings and recommendations to client management for resolution. Additionally, you will support the development and delivery of FM/Logistics integration training and briefings in multiple formats for varying stakeholder audiences relative to FM supply operations. The individual may also manage projects, workstreams, and tasks and/or lead other analysts.

Duties and expectations include, but are not limited to, the following:

Assist in streamlining processes to increase Logistics and Supply Chain posture.

Draft and/or update Supply policies in accordance with current regulations.

Validate inventory levels/processes in accordance with existing regulations.

Conduct analysis on various Table of Authorized Material Control Number end items.

Perform root cause analysis for exceptions and anomalies within the supply and maintenance readiness programs.

Analyze equipment deficiencies and provide corrective action recommendations or mitigation measures.

Analyze excess and obsolete equipment and provide recommendations to divest.

Analyze programs for equipment sourcing and distribution processes to recommend efficiency improvement opportunities.

Conduct analysis of property records to ensure accurate accountability is reported.

Provide guidance and organizational control of assets scheduled to be reallocated.

Provide training updates relevant to analysis for unit-level leaders in the execution of current Logistics and Supply Chain processes and procedures.

Provide subject matter expertise in the detail reviews of current policies and procedures.

Knowledge of legacy business processes, GCSS-MC, SABRS/SMARTS reports, and feeder system tools.

Familiarity with and capability to access, navigate, and transact within DAI.

Familiarity with the Procure-to-Pay (P2P) module in DAI and reporting through Oracle Business Intelligence Enterprise Edition (OBIEE).

Support the planning, policy, execution, reporting, and oversight of FM Operations within the Logistics community.

Support the creation and provision of FM training, assistance, and inspection programs.

Develop and implement Quality Control (QC) over financial reconciliations.

Support budget, accounting, and audit initiatives.

Support the development and implementation of the Internal Controls over Financial Reporting (ICOFR) program and procedures.

Assess supply business processes and serve as the Logistics/Supply SME.

Ability to build and brief executive-level products.

Experience Requirements:

Mandatory:

8 years of full-time experience providing USMC/Navy ground or aviation supply-related services.
