The Department of Transportation Planning at MWCOG is seeking a mid-level transportation planner (Transportation Planner II) professional with experience in planning for public participation and outreach. The candidate will be part of a team responsible for the development and analysis of regional long-range transportation plans and other planning products. The team also supports TPB member jurisdictions with implementation of the most recent long-range plan, Visualize 2045 and preparation of the Visualize 2050 National Capital Region Transportation Plan.

Department of Transportation Planning Description: The position will support general planning activities across the department and will lead several activities including but not limited to the implementation and update of the TPB’s Participation Plan, the Community Advisory Committee monthly meeting, Access for All Advisory Committee meetings, the development and conduct of the agency’s Community Leadership Institute, and public engagement activities supporting other agency planning activities. The specialist will track local community groups, maintain contacts, and craft activities to reach people in the region using a combination of in-person and electronic methods. This work will support the National Capital Region Transportation Planning Board’s (TPB) plans and programs. The planner might also provide support for TPB communications including assisting with developing public friendly written and graphic content. Examples of work: Conducts transportation planning analysis and documentation; Leads the implementation and update of the Participation Plan; Leads the MWCOG TPB’s Community Advisory Committee monthly evening meeting and the Access for All Advisory Committee meetings; Leads the development and conduct of the agency’s Community Leadership Institute (3 training sessions of 2-3 hours each, once a year); Works as part of a team to plan and coordinate upcoming public information, communications, and outreach activities; Provides expert advice for how to better reach more people in local communities across the Washington region; Assists with public outreach activities, including public forums and workshops; Maintains up-to-date contacts of resident groups in the region, such as community groups, local advisory groups, various transportation groups, religious organizations, and groups representing traditionally underserved communities; Assists in tracking and measuring the effectiveness of communications, public information, and public involvement activities; Assists in providing staff support for boards and committees, including assistance with meeting preparation and writing meeting minutes and summaries; Performs other related duties as required. Required knowledge, skills, and abilities: Project Management and Coordination Skills: Requires the ability to work independently with minimal oversight to lead several planning activities and staffing to committees. The successful candidate will demonstrate organization skills and a level of independence to lead, with limited supervision, numerous efforts related to public participation. Strong analytical and writing skills, including the ability to establish and follow systems for managing complex content and information flows and delivery; strong organizational skills; applicant must have problem solving/analytical skills and the ability to think creatively. Ability to communicate in writing and speaking about complex technical topics to non-technical audiences; Strong written and oral communications skills with the ability to summarize information in a clear and concise manner. Knowledge of or strong interest in the principles and practices of metropolitan transportation planning, as well as regional land-use concepts and principles. Ability to maintain effective working relationships with other employees, elected officials and the public. Ability to prepare, produce, and present clear, effective, and accurate reports and presentations. Preferred analytical and computer skills: strong software skills in Microsoft Office programs (Word, Excel, PowerPoint), Webex/Zoom/Teams and other virtual meeting platforms, GIS, Microsoft Access or other database software; experience using customer relationship management (CRM) software and online survey preparation platforms; graphic design skills such as Canva and Adobe Suite products (InDesign, PhotoShop and Illustrator). Education and experience: Minimum of three years working experience in outreach, public involvement, social work, campaigns, organizing, or a related field; and possession of a master’s degree in an appropriate related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Language skills in Spanish or other languages common in the Washington region are desired. SUPERVISORY RESPONSIBILITIES:
There are no direct staff supervisory responsibilities. COMMUNICATION SKILLS:
Ability to read, analyze, and interpret common planning, scientific and technical journals, financial reports, and legal and policy documents. Ability to respond to common inquiries or complaints from members, regulatory agencies, community leaders and citizens. MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. REASONING ABILITY:
