Description Talley Management Group is conducting an executive search on behalf of District 1199C Training & Upgrading Fund. The individual selected will become an employee of District 1199C Training & Upgrading Fund. This position requires on-site presence at the District 1199C Training & Upgrading Fund Philadelphia office. Client Introduction

District 1199C Training & Upgrading Fund is a 46-year-old non-profit, Taft/Hartley Labor-Management partnership and education trust fund between fifty plus healthcare and human services employers and District 1199C, National Union of Hospital and Health Care Employees, AFSCME. The Training Fund is a mission-driven organization designed to address the workforce needs of participating employers and to support the career, knowledge, and skill aspirations of 10,000 District 1199C members and community residents with occupational and degree pathway programs. The Training Fund’s 32,000 square foot Learning Center acts as a comprehensive hub for individuals pursuing healthcare, human services, and early childhood education careers. The Training Fund operates a second non-profit, the Health & Technology Training Institute, also located at the Learning Center, which hosts a Private Licensed School and nationally accredited Practical Nursing and Nurse Aide programs. Position Overview

The Executive Director’s primary responsibility is the development and implementation of the strategic goals and vision of both District 1199C Training & Upgrading Fund and the Health & Technology Training Institute (HTTI). The Executive Director reports to the Training Fund’s Board of Trustees and HTTI’s Board of Directors, providing strategic leadership to fulfill the organizations’ mission as well as effective programs, services, management/oversight of Fund personnel, budgets, fundraising, partnership development, and Board operations. The Executive Director position requires being at the forefront of innovations in the training and education of healthcare, human services, and early childhood education workers and industry workforce trends. Essential Duties and Responsibilities

Establishes short and long term strategic goals and funding strategies for the Training Fund in partnership with Labor and Management Trustees and staff. Coordinates with HTTI’s Chief Administrative Officer in establishing strategic goals and funding strategies for HTTI and the Private Licensed School. Responsible for the successful operation of the Fund and HTTI, including the development and evaluation of programs, services, policies, and internal procedures. Provides leadership in developing program, organizational and financial plans with the Board and staff. Maintains official records and documents to ensure compliance with regulatory requirements and grant requirements. Works in partnership with Labor and Management to assure awareness of and access to Fund benefits and services. Ensures member, student, and staff input and feedback on program offerings and services for continuous improvement. Reports to and fully informs Fund Trustees and HTTI Directors of all matters affecting programs, utilization, expenses, operation and management. In consultation with the Board Co-Chairs, plans and executes Board meetings, preparing agendas, Board reports, resolutions and documents needed for Board and committee meetings. Works closely with the Director of Finance to develop budget reports for the Trustee meetings. Monitors Fund and HTTI budgets, grant budgets, and develops financial projections. Actively stewards and develops external partnerships to enhance the work of the Fund. Supports the Fund’s Research and Policy Manager in identifying and developing foundation and government grant applications. Works with Labor and Management and outside experts to identify challenges and anticipated changes in the healthcare industry. Ensures the implementation of equitable recruitment hiring processes. Directly supervises members of the leadership team, leading the agency in planning for the future. Qualifications, Skills and Experience Required

Dynamic, highly motivated, results-oriented individual who generates innovative and progressive ideas. Minimum of Bachelor’s Degree with Master’s Degree preferred in administration or related field. Minimum of seven years of experience overseeing program delivery to diverse populations. Demonstrated experience as a skilled manager and organizational leader. Strong experience in developing and implementing workforce vocational or apprenticeship programs. Knowledge and experience with public and private grant funded programs and fiscal management. Experience in budget development, fiscal oversight, and administration. Experience as a fair manager who holds others accountable. Demonstrated commitment to racial equity and equitable employment practices. Experience in fundraising and grant writing. Proficient in MS Office applications and database programs. Flexibility in hours, including evenings and weekends, as needed. Able to travel with access to reliable transportation. Ability to make a long-term commitment to the position. Required Competencies
