Full-timeThe Mayor’s Office is seeking a Deputy Budget Director, directly reporting to the Budget Director to support and supervise the Mayor’s Budget Office.The primary responsibility of the Mayor’s Budget Office is to prepare and submit a balanced City budget in June of each year. Other functions of the Mayor’s Budget Office include: participating in development and monitoring of the administration’s policy initiatives; advancing the City’s financial strategies; synthesizing information about budget issues and government operations into clear messaging for City stakeholders; and analyzing fiscal impacts related to legislative issues.The Deputy Budget Director is responsible for supporting and advancing the work of the Mayor’s Budget Office, including filling in for the Budget Director as the key representative for the Mayor on all matters related to the City’s budget.Major responsibilities may include:Planning, supervising, and driving process improvements for key deliverables produced by the Mayor’s Budget team, including financial planning and status reports, annual budget planning tools, strategic budget initiatives, and ultimately, a balanced budget on June 1 of each year;Providing support, coaching, supervision and training to Mayor’s budget team of 8-10 analysts in their analysis and monitoring of departmental budgets; writing and developing training materials; triaging issues and elevating complex and key decision points to the Budget Director;Overseeing a portfolio of senior-level departments or budget assignments, including reviewing and analyzing annual budget submissions, preparing and presenting policy and budget recommendations, and monitoring department spending and hiring over the course of the year;Representing and partnering with the Mayor’s Budget Director and the Mayor’s Office in strategic planning conversations, the presentation of budget information, and budget negotiations with Citywide financial leaders, department heads, senior staff in the Mayor’s Office, the Mayor, labor unions, the Office of the Budget and Legislative Analyst, and the Board of Supervisors.How to qualify
Minimum Qualifications:Advanced degree (MA, MPP, MPA) in public policy or related field,
OR
3-5 years of relevant experience in budgeting, financial analysis, or public policy and legislative affairs;
AND3-5 years of
additional
experience in public sector/non-profit budget management, with preference for knowledge of the City and County of San Francisco’s budget process;
AND2-3 years of managerial experience supervising teams.Strong analytical, quantitative, writing and verbal skills; strong interpersonal skills; ability to work well under pressure and with a variety of individuals.Desired Qualifications:Working knowledge of the City and County of San Francisco and its budget;Demonstrated ability to problem solve, manage complex projects, and bring teammates along in a fast-paced, dynamic work environment;Organized, self-directed, and detail-oriented with ability to navigate competing priorities and deadlines;Comfort and experience communicating with and presenting to high-level decision-makers, elected or appointed officials, and external stakeholders;Interest in developing professional goals of teammates and supporting a positive, growth-oriented team culture.What else should I know?
Working Hours:
Full-time, 40 hours/week. Additional hours may be required to complete assignments, as needed. In particular, this team works longer hours, including frequent evenings and weekends, during the busiest months of the budget season (March through June). This position is based in San Francisco City Hall with a hybrid work schedule; employees are required to be in-office a minimum of three days per week.Application Procedure:
