Mission Engineering Operations Analyst (Maritime SME)The Office of the Undersecretary for Defense for Research and Engineering Mission Integration Division (OUSD(R&E)) requires mission engineering, analysis, and integration expertise to produce objective insights and analytic justification to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process. This role aids in the prioritization, alignment, and validation of requirements within the Joint Capabilities Integration and Development System (JCIDS) to deliver modernized capabilities that enable an all-domain joint force aligned with future Joint Warfighting Concepts. The team constructs, manages, and conducts discrete mission engineering and analysis study tasks to evaluate the efficacy of legacy architectures and new technologies and capabilities applied in new mission concepts of employment to meet evolving joint mission objectives.

The employee will serve as the senior operations analyst on a team of analysts, engineers, and modelers conducting Mission Engineering studies for OUSD R&E in accordance with the Mission Engineering Guide.

In this role, he/she will assist in developing the study plan, identifying needed resources (personnel, modeling tools, etc.), socializing the study with stakeholders, executing the study, and authoring the study final report. The employee will serve as the maritime operations SME for the Mission Threat Engineering Division, liaising with combatant commands, service research labs, program offices, and planners to gather data to support modeling and simulation of Red, Blue, and Green systems and CONOPs.

Required:

Bachelor’s Degree

Minimum of 10 years relevant experience

Clearance: Top Secret clearance with SCI eligibility.

Desired:

Master’s Degree in Operation Research; or possess a certificate from Professional Military Education relevant to Military Training and/or Military Planning

15 years operational experience

Naval Weapons Tactics Instructor Certification or equivalent

Experience planning and orchestrating Naval Surface Warfare Operations

Experience working in the Joint Staff

Experience analyzing system solutions to complex and challenging DoD problems.

Experience defining operational problems within the fighting forces and using statistical analysis, simulations, predictive modeling, or other methods to analyze it and develop practical solutions.

Experience developing and executing analysis and study plans that address complex problems, examine trade-offs and sensitivities, and produce data and information-rich products and artifacts.

Expertise in Joint Force design, development, and application, operational constraints, concepts of operations, concepts of employment, development and execution of CCMD operation plans, threat tactics and responses, logistics approaches.
