Cape Fox subsidiary Kwaan Tech is seeking a Senior Advisor to join our team in Washington, DC in support of the US Agency for International Development (USAID). The United States Agency for International Development (USAID) is the lead U.S. government agency responsible for providing economic development and humanitarian assistance abroad in support of U.S. foreign policy goals. The Mission of the U.S. Agency for International Development is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life.As part of USAID’s Office of Human Capital and Talent Management (HCTM)/Foreign Service Center (FSC), the incumbent works in tandem with the Director and Deputy Director of the Foreign Service Center; the SLG support team and the Assignment and Career Counselor team. The incumbent also plays an instrumental role in supporting Deputy Mission Directors (DMDs) by advising and assisting DMDs, HCTM and regional bureaus on issues related to human capital, talent management, and operational matters that require specific knowledge of DMD roles and responsibilities and knowledge of the Agency’s human resource and other policy priorities.Essential Functions and Responsibilities

Develop and support training, tools, and continuous learning (30%):Consult with DMDs, Mission Directors (MDs), HCTM, regional bureaus and the Agency Counselor to identify DMD competencies and related training needs and tools.Lead process of identifying, organizing and assessing training courses for DMDs on themes including, but not limited to, leadership and inclusion in collaboration with HCTM’s Center for Performance Development (CPD) and other key Agency stakeholders.Support HCTM’s Sr. Development Advisor to the Foreign Service Institute in designing, organizing and conducting training for employees assigned to field leadership positions for the first time.Career Counseling, Mentoring and Coaching (30%):Collect, analyze and share data on DMD and MD career pathing and advise SLG aspirants and incumbents on career development and planning.Manage process of matching new field-based leaders with mentors, including conducting outreach and performing related administrative duties.Collaborate with HCTM/CPD and Regional Bureaus to identify and/or establish mechanisms to expand executive coaching resources for senior leaders.Cultivate and facilitate networks (20%):Develop and implement a variety of mechanisms using various media (e.g. phone calls, webinars, myUSAID fora, video-conferencing) that facilitate communication and peer-to-peer information sharing, learning and networking among DMDs.Lead efforts to bring DMDs together periodically, by region and/or globally, for peer-to-peer learning, training and professional development.Initiate and/or support efforts to orient and provide networking opportunities for staff assigned to SLG positions in USAID/Washington for the first time.Focused Support for DMDs (15%):Advocate with Regional Bureaus to encourage increased, deliberate support for and engagement with DMDs in their regions.Advise HCTM and regional bureaus on DMD assignments and workforce planning issues.Other (5%):Assist others in HCTM in providing overall policy/regulatory guidance and interpretation and resources for SLG and Senior Foreign Service (SFS) officers, and Agency personnel.The SLG Senior Advisor will report to the SLG Team Lead, or his/her designee.Travel Requirements:

Education and/or Experience:5 years of experience in senior management positions.Qualifications and Requirements

In-depth knowledge of the SLG assignment process and SFS promotion process.Senior-level experience and expertise in coaching and mentoring.Experience in training design and delivery is highly desirable.Strong interpersonal, communication (both written and oral), organizational, and teamwork skills.Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.Must be able to obtain and maintain USAID Facility Access.
