Association’s Mission:

California Primary Care Association's mission is to lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the healthcare delivery system to improve the health status of their communities.

Purpose of Position:

The Deputy Director of Government Affairs will help to position CPCA and its affiliate, California Primary Care Association Advocates (“Advocates”) as a California leader in the health care industry and a driver of health equity before the Legislature. The Deputy Director of Government Affairs supports the development, management, and evaluation of legislation that enhances the capabilities of community health centers and consortia in their local health care delivery system as well as advances the work of the Association. In addition to communicating Advocates’ positions on legislative proposals, this position requires analyzing legislative proposals and assessing its relationship to CPCA policy. This position supports the process for establishing official CPCA positions on proposed legislation and coordinating the advocacy strategy on legislation.

Primary Responsibilities:Research and analyze legislative proposalsCommunicate legislative and regulatory information to CPCA members and committees both writing and orallyWrite position letters to legislators, legislative and budget committeesProvide testimony at legislative and budget hearings on CPCA’s positionsDevelop and maintain effective relationships with CPCA leaders, legislators, legislative staff, and other government officialsDevelop strategies to build and maintain identified interest groups and coalitionsSupport CPCA governance by contributing, as necessary, relevant information to CPCA’s policymaking bodiesAssist communication and grassroots staff in developing media and grassroots outreach tools on legislative prioritiesCoordinate with other CPCA departments to ensure consistency across the organizationStaff internal CPCA committees, workgroups, taskforces, peer networks, or other governance bodies, as necessaryStaff the Community Health Center Physician Mode of Practice forumEngage in Advocates activities in collaboration with the Vice President of Government Affairs and the Director of Government Affairs and Political EngagementSkills and Abilities Required:Develop a high level of expertise in assigned content areas to provide guidance and technical assistance to staff and Association membershipAbility to manage multiple assignments with minimal supervisionBuild and facilitate strong relationships for the purposes of advocacyStrong speaking and written communication skillsEffective interpersonal and professional skills when engaging with Association membership and Board of Directors, vendors, and partnersAbility to grasp issues quickly and communicate their importance articulately and persuasively to the LegislatureWork collaboratively with senior leadership and multi-departmental teamsAdvanced problem solving, critical thinking, organization, and time managementProficiency in Microsoft Office and web-based applications and platformsAdditional Responsibilities:Attends and participates in required Association meetingsReports regularly to Director of Government Affairs and Political EngagementSupports the Association’s vision of being an antiracist organization by utilizing JEDI (Justice, Equity, Diversity, Inclusion) practices in work and relationships.Travel for national and regional meetings, training and site visits by air and ground transportation.Support the Association’s mission of being an antiracist organization.Other duties as assigned.Education and Experience:

Bachelor’s degree and minimum of 3 years of experience in legislative and or related government activity, political leadership, or equivalent experience preferred. An understanding of healthcare issues in California and how federal policy impacts health-related issues preferred. Experience with community health centers, member-driven associations, or non-profit organizations is also preferred. Experience will be considered in lieu of degree requirement.

Association Expectation:

Due to network security and hybrid work this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month. All hires are required to maintain residence in California. This is a hybrid position with employees coming into the office in downtown Sacramento.

Compensation:

$112,130 - $118,726
