Technical Proposal Manager

Key Role:Develop and implement critical solutions that drive mission outcomes for the Department of Veterans Affairs. Work as a dynamic Technical Proposal Manager experienced in helping to translate, organize, and manage solution content into highly compelling and compliant Request for Proposal (RFP) responses. Coordinate closely with Subject Matter Experts (SMEs) to gather, validate, and incorporate their input into the proposal. Oversee technical sections of the proposal, ensuring our solutions are clearly and accurately described. Validate our responses are compliant with all RFP requirements and standards. Use your technical writing skills when needed to help fill potential gaps. Lead or coordinate proposal reviews while contributing to our positive, team-oriented culture. Ensure the proposal content is polished, well-organized, and free of errors to contribute to overall quality, including technical editing. Manage proposal timelines and schedules, collaborating across a strong team to help identify potential gaps. Conduct desktop publishing and assist with final compilation of proposal artifacts for submission. Due to the nature of work performed within this facility, U.S. citizenship is required.Basic Qualifications:5+ years of experience with leading RFP responses as a Technical Proposal Manager in the Civil Health market

Experience in developing and managing complex technical proposals with evidence of prior RFP success

Experience in collaborating with SMEs and Program Leaders to translate complex technical solutions into clear, compelling proposal narratives

Experience with technical writing, editing, and desktop publishing, including proposal management tools, including SharePoint and MS Office Suite

Experience with project management and coordinating cross-functional teams in a deadline-oriented environment

Knowledge of procurement processes, evaluation approaches, compliance requirements, and healthcare industry specific concepts

Ability to conduct compliance reviews and organizing technical reviews to ensure proposal content meets all RFP requirements

Ability to translate complex technical information into clear, compelling proposals

Bachelor's degree

Additional Qualifications:Experience with the VA preferred

Knowledge of program and software product delivery models, including Scaled Agile Framework (SAFe), DevSecOps, PMBoK, ITIL, and CMMI

Knowledge of concepts related to Human Centered Design (HCD), business process reengineering, cloud, system integration, system security, change management, and emerging technologies

Ability to demonstrate to scale approaches across multiple proposals and up-skill other staff with expertise and reusable methods

The projected compensation range for this position is $96,600.00 to $220,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
