General DescriptionThe Contract Compliance Office (CCO) is responsible for ensuring that SFMTA meets its obligation to provide opportunities to small, disadvantaged, and local businesses pursuant to the San Francisco Charter and Administrative Code, as well as state and federal regulations.Position DescriptionUnder general supervision, the Contract Compliance Officer I (CCOI) administers programs of compliance with equal opportunity/affirmative action in contracting, workforce policies, and performs related duties as assigned.Examples of Important and Essential DutiesCreates a mechanism to accurately track payment information, LBE sub participation, and enters payment data into the mechanism created; prepares LBE reports.Collects, maintains, analyzes and tracks LBE data from the Lead Developer's/Design Builder's quarterly and annual reports.Requests, tracks and verifies SBE/DBE participation, utilization data, and payment information; prepares SBE/DBE reports for numerous stakeholders.Investigates and resolves non-compliance by parties to city/state/federal requirements and recommends procedures to ensure compliance.Advises department managers and/or serves as subject matter experts at hearings involving implementation of laws, executive orders, regulations, and procedures.Partners with city agencies and other stakeholders to promote assigned programs; maintains liaison with minority groups and human relations organizations.Develops program techniques and criteria and provides the methods of achieving equal opportunity/affirmative action in contracting objectives.Reviews and monitors contract developments and selection processes to ensure compliance with equal opportunity objectives.Prepares instructions for distribution to department managers on equal opportunity/affirmative action in contracting.How to qualify

MINIMUM QUALIFICATIONSEducation:Possession of a Baccalaureate Degree from an accredited college or university with coursework in industrial relations, social sciences, or a related field.Experience:Two (2) years of experience reviewing, monitoring, or developing contract or other compliance programs involving contracts, ordinances, or vendors.Desirable Qualifications:Experience in reviewing, monitoring and enforcing compliance program(s), legislation, policy directive(s), rule(s) and/or regulation(s).Verification:Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process.Selection Process:Applications will be screened for relevant qualifying experience.
