Program Director, Middle East and North Africa Scope:
CIPE’s North Africa team is seeking a Program Officer (PO). This is a full-time, exempt position based in Washington, D.C., reporting to the North Africa Program Director. The PO will primarily focus on implementation of CIPE’s projects in Morocco, working closely with CIPE’s Morocco Country Director and staff, and will be expected to travel regularly to the region. Responsibilities: Strategic planning and business development Help develop and implement a country strategy to advance CIPE’s mission to improve democratic governance and advance market reforms in the region. Identify new funding and partnership opportunities, establishing and maintaining strong relationships with donor organizations, monitoring donor trends, and assessing new funding opportunities. Analyze, research, and be familiar with the region’s political and economic landscape, identifying new needs and potential openings. Together with CIPE’s country office staff, identify potential partner organizations in-country. Analyze project proposal requests in the context of the regional environment, CIPE’s strategy, grant criteria, and other relevant factors to determine whether CIPE will submit a proposal. Lead concept note and proposal production, developing overall project objectives and activities, coordinating with different contributors across CIPE, writing substantial sections, and assuring submitted products are clear and high in quality. Develop project ideas that align with CIPE’s organizational, regional, and national strategies. Project implementation Manage the implementation of a portfolio of grants and activities that advance CIPE’s overall goals, in collaboration with CIPE’s country team and civil society partners. Collaborate with partners to refine project calendars, implementation plans, monitoring and evaluation plans, and project budgets. Regularly interact with CIPE’s country team and local civil society partners to review project progress and develop solutions to any challenges identified. Draft, or oversee the drafting, of reports, correspondence with local civil society partners, and other written products to ensure high accuracy and quality. Oversee financial management and stewardship of funds for the portfolio, including monitoring project spending, approving expenditures, and developing accurate budgets for new projects. Adhere to appropriate CIPE, National Endowment for Democracy (NED), and U.S. Chamber of Commerce policies and procedures. Travel regularly to portfolio countries to work with the field office, visit civil society partners, and meet with key stakeholders. Provide relevant country offices with supervision and leadership on all project activities, budgets, and expenditures. Identify and leverage synergies across CIPE programs to strengthen ongoing projects and link regional partners with other CIPE civil society partners worldwide. Monitor current events for factors that could impact current or planned CIPE projects and develop strategic responses as appropriate. Represent CIPE at public and internal events. Team management and coordination Collaborate with multiple CIPE departments to achieve programmatic goals. Supervise junior program staff and support their learning and professional development. Contribute to external communications and author blogs and other publications. Qualifications: Experience and Knowledge Minimum 3-6 years’ professional experience with international assistance programs, preferably including business membership organizations. Demonstrated project management experience, preferably within civil society-related projects. Knowledge of business associations and/or chambers of commerce desired. Strong interest in private sector advocacy and collective action. Experience in organizational capacity building helpful. Familiarity with topics critical to CIPE’s mission desired. Skills and Qualities Professional-level French is REQUIRED; knowledge of Arabic is highly useful. Demonstrated superior English writing skills. Strong critical thinking and analytical skills. Public speaking ability. Ability to work in a fast-paced team context and independently. High cultural competence and ability to develop relationships with international partners. Strong project management skills. Proficiency in MS-Office. Must be able and willing to travel for extended periods. Education Bachelor’s degree in International Relations, International Business, Economic Development, Political Science, or Public Policy required. Master’s degree or equivalent experience preferred.
