King County Department of Information Technology (KCIT)

is seeking a new Senior HR Analyst to deliver exceptional services to the managers, supervisors, and staff in our department.

Our successful candidate will possess experience building effective relationships with senior managers to consult on employee relations, labor relations, and workforce planning issues and have the ability to independently manage moderately complex investigations, grievance responses, and human resources processes. This role requires a self-starter with strong interpersonal skills. The successful candidate will demonstrate a keen ability and desire to solve complex problems implementing Human Resources best practices. The ability to work in a fast-paced, ever-changing environment while implementing high-quality HR service delivery is a must.

Scope of Job Duties:

To be considered for this opportunity, you must at a minimum demonstrate knowledge, skill and ability to:Serve as an HR consultant to managers and staff including the ability to provide consult and direction for supervisor-led workplace investigations, navigate labor and employee grievances (including but not limited to representing division/department interests at grievance hearings, arbitrations, and the King County Personnel Board).Make factual determinations; prepare reports concluding with objective, fact-based recommendations.Perform senior level HR functions including leave management, classification and compensation administration, lead investigations, recruitment and outreach, contract administration, employee relations & performance management.Provide excellent customer service by responding to inquiries and delivering informational assistance to employees and other customers and coordinating with other units/departments to obtain information and/or to share information.Provide input and enhancements to HR's practices and processes by contributing innovative ideas and recommending efficiencies.Provide backup support when required for department HR transaction and recruitment processes.Perform other senior level HR duties as assigned.We are looking for candidates who:

Have strong experience as a Human Resource Generalist, including experience applying human resource policies/procedures and employment/labor laws in their daily work; OR any combination of education/experience that clearly demonstrates the ability to perform the scope of job duties of this position.Are talented and experienced providing proactive strategic coaching and guidance on employee engagement, issue management, employment laws, and HR policies, and procedures.Are effective communicators and collaborators and have the ability to synthesize complex information into easy to understand terms for audiences at all levels of the organization.Are advanced in interpersonal skills and the ability to work effectively with all members of the Department, in a collaborative team environment.Are able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.Have a customer focus in their approach to their daily work and can build key relationships.Have a strong and proven commitment to the principles of equity and social justice.Are able to work daily in a fast-paced environment with multiple competing priorities and sensitive situations.Are proficient in commonly used MS Office applications.Are tech savvy and comfortable with using software applications in your daily work. The county uses NEOGOV, PeopleSoft HCM, Tableau, and other software programs.Desirable Qualifications:

Prior public sector experience.Have relevant field and professional-level employee relations experience in a unionized environment.Have knowledge of grievance, arbitration, and mediation proceedings.Have knowledge of employment-related laws, labor contracts and regulations.Prior experience with Neogov, PeopleSoft HCM, and Tableau.Why King County?Competitive

The work associated with this position will be performed through telecommuting complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Work Schedule:

This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered.
