Job Summary: The Director of Human Resource Operations and Payroll at America's Car-Mart is a strategic leader responsible for overseeing all aspects of HR operations and payroll management. This role ensures that HR processes are efficient, compliant, and aligned with the company's business objectives. The Director will drive HR operational excellence, manage payroll systems, and lead a team of HR professionals to support the company's growth and employee satisfaction.

Key Responsibilities:
  1. Leadership and Strategy:
    • Develop and implement HR operational strategies that align with America's Car-Mart's business goals.
    • Lead, mentor, and develop the HR Operations and Payroll team, fostering a culture of continuous improvement and service excellence.
    • Collaborate with senior leadership to align HR operations with organizational needs and objectives.
    • Provide expert guidance on HR operations and payroll to executives and other stakeholders.
  2. HR Operations:
    • Oversee all HR processes, including employee onboarding, benefits administration, HRIS management, and compliance with federal and state employment laws.
    • Ensure the consistent and efficient delivery of HR services to all departments.
    • Evaluate and improve HR workflows and processes to enhance operational efficiency.
    • Manage HR systems and technology, ensuring they are optimized to meet the needs of the organization.
  3. Payroll Management:
    • Oversee the payroll function, ensuring accurate and timely processing of payroll for all employees.
    • Ensure compliance with all federal, state, and local payroll regulations and reporting requirements.
    • Manage relationships with payroll vendors and partners.
    • Monitor payroll metrics and KPIs, addressing any discrepancies or issues promptly.
  4. Compliance and Risk Management:
    • Ensure compliance with all applicable employment laws and regulations, including wage and hour laws, benefits regulations, and labor standards.
    • Manage audits related to HR operations and payroll, implementing corrective actions as necessary.
    • Develop and maintain HR policies and procedures, ensuring they are up-to-date and effectively communicated across the organization.
  5. Employee Relations and Support:
    • Act as a key point of contact for employee relations issues, providing guidance and support to HR team members and managers.
    • Promote a positive and inclusive workplace culture by addressing employee concerns and fostering open communication.
  6. Budget Management:
    • Develop and manage the HR Operations and Payroll budget, ensuring effective use of resources.
    • Analyze financial data related to HR operations and payroll, providing insights and recommendations to senior leadership.

Qualifications:
  • Bachelor's degree in Human Resources, Business Administration, or a related field (Master's degree preferred).
  • A minimum of 10 years of experience in HR operations, with at least 5 years in a leadership role.
  • Strong knowledge of payroll systems, HRIS, and related software.
  • In-depth understanding of employment laws and regulations.
  • Proven experience in managing HR operations and payroll in a multi-state environment.
  • Excellent leadership, communication, and interpersonal skills.
  • Strong analytical and problem-solving abilities.

Preferred Qualifications:
  • SHRM-SCP or SPHR certification.
  • Experience in the automotive retail industry.
  • Familiarity with the culture and operations of America's Car-Mart.
