The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.Responsibilities:

The ADNI for Requirements Cost and Effectiveness (RC&E) informs decision makers by delivering insight on the future intelligence environment and fact-based analysis on strategic issues, capabilities, cost, and effectiveness. This Senior Systems and Architecture Analyst assists the ADNI for RC&E in carrying out these policies and programs. Key responsibilities include:Lead, plan, design, and conduct major analytic and evaluative studies of cross-cutting Intelligence Community (IC) issues and programs.Apply knowledge of systems analysis and statistical methods to assess current and proposed IC programs.Conduct and implement appropriate analysis, studies, and examinations of ODNI and IC programs.Develop background papers, talking points, and other analytic products for IC senior leadership.Maintain productive working relationships with IC stakeholders to analyze systems and operations performance metrics.Requirements:Conditions of Employment:Academic background (e.g., Bachelor's of Science) in systems engineering, operations research, systems analysis, or modeling and simulation.Expert experience in developing and applying quantitative and qualitative methodologies for decision support.Superior interpersonal, technical, and analytical skills required to effectively manage sensitive issues.Superior oral and written communication skills.Education: Bachelor's Degree.Additional Information:Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.Salary Determination: The ODNI uses a rank-in-person system based on individual qualifications, experience, and performance.Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.Reasonable Accommodations: The ODNI provides reasonable accommodations to qualified applicants with disabilities.The ODNI is an equal opportunity employer and abides by applicable employment laws and regulations.
