AT&T Federal Solutions Capture Management and Strategy organization supports our Nation’s National Security, Civilian, and Public Safety agencies by providing, operating, and ensuring critical voice, video, and collaboration services for the full spectrum of Federal Government operations.

Introduction/Context:

AT&T has an opening for a Lead BD/Capture Manger to support the AT&T Federal Business Development team, covering National Security, Civilian and Public Safety clients, in providing custom solutions to solve the Agency’s needs, requirements, and IT related challenges

Job Duties/Responsibilities:

The ideal candidate will possess a thorough understanding of the Client Executive (CE), Capture, and Proposal teams, and demonstrate the ability to collaborate effectively with them. Additionally, the candidate should have a foundational knowledge of industry partners, vendors, and the Federal Government National Security client base.

Responsibilities include leading business development and capture management strategies, engaging with customers, and identifying and qualifying opportunities across various agencies. This includes managing contracts such as the General Services Administration (GSA) Enterprise Infrastructure Solutions (EIS) contracting vehicle. The candidate will work collaboratively with Sales, Business Development Leads, and Capture Managers to achieve these goals.

The role requires the candidate to possess exceptional verbal and written communication skills, with a strong emphasis on organization and efficiency.

Key Roles and Responsibilities:

Lead business development/capture management strategy, customer engagement and opportunity identification/qualification relative to targeted agencies.

Driving partner relationships for potential subcontracting opportunities

Familiarity using various GWACs to create positions.

Maintain strong relationship with BD leads and other persons that influence or impact BD leads, include the Client Executive (CE) sales community.

Maintain awareness of bid opportunities and generate new leads for team via GovWin, Bloomberg, or other means as requested.

Attend events as needed, industry and government functions.

Attend department events pertaining to clients, team partners and sponsor entertainment activities.

Create, implement, and manage a yearly sales budget and plan client partner trips, events, activities that will allow for increased AT&T presence and opportunity leads.

Support and attend client meetings as requested.

Facilitate all special events as needed.

Attend weekly BD and CE meetings as necessary.

Required Clearance

TS/SCI with poly (#ts/sci) (#polygraph)

Required Qualifications:

Education: Bachelors or Advanced degree preferred.

Experience: Typically requires 10+ years of full-time work experience in Sales, Business develop/Capture Management within the National Security area.

Experience working with the National Security Agency community.

Highly effective in communicating both written and oral information to clients and internal staff.

A professional appearance and telephone manner, position continually requires demonstrated poise, tact, and diplomacy.

High level of interpersonal skills to work with both internal and external customers in a professional and proactive manner including the ability to take and apply constructive criticism.

Demonstrated ability to organize, multitask and produce creative, quality product under tight deadline pressure.

Desired Qualifications

Mastery knowledge of Microsoft Office applications with emphasis on PowerPoint, Excel, and Teams

Must be able to work varied and flexible hours in support of BD team and event needs (i.e. nights, weekends, and holidays).

Some business-related travel required.

Past operations experience within the Federal, State, and or Local Government

Certifications such as PMP, APMP, etc. are a plus.

Capture and proposal training such as Shipley, Lohfeld, etc.

Our Lead Govt Business Dev/Capture Mgmt's earn between $108,000 - $251,700. Not to mention all the other amazing rewards that working at AT&T offers. Individual starting salary within this range may depend on geography, experience, expertise, and education/training.
