The Chief Program Officer (CPO) is a senior leadership position at Promises2Kids that will provide guidance and support to the CEO, leadership, and the Board of Directors in developing the most impactful programs for foster youth in San Diego communities. The CPO will demonstrate expertise and experience in providing direct services to children in the foster care system and former foster youth. We are looking for a seasoned professional with an MSW or equivalent, preferably licensed, who will serve as a critical thought partner of the executive leadership team and design new systems to build a strong systemic foundation for future growth. This leader will work collaboratively with youth, families, staff, and leadership to implement and operationalize the strategic vision, mission and goals of the agency.

The CPO will oversee the client-serving programs including Guardian Scholars, Camp Connect, Mentors, and new program initiatives related to Volunteers, Childcare, and Mental Health. The CPO is responsible for driving innovation, building policies and systems, integrating programs, and supporting a high-performing staff. They will focus on strategic and programmatic planning, building a strong team, and support the sustainability planning and fundraising for all programs.

The CPO will lead program integration, analysis, and assessment for continuous outcome improvements impacting the foster youth we serve. The CPO will help others at Promises2Kids deliver measurable, cost-effective results that make the vision a reality.

RESPONSIBILITIES:

In collaboration with the CEO, Chief Operating Officer, and Chief Philanthropic/Development Officer, play a key role in the overall development, strategic planning, service delivery, and management of the organization across multiple areas.

Under the strategic direction of the CEO, the CPO provides leadership in the development of strategic partnerships, environmental scanning and sustainable infrastructures to enable growth, sustainability and exceptional service.

Provide effective and inspiring leadership, as well as stewardship, of Promises by being actively involved in all programs and services.

Regularly represent the agency in the community and on relevant committees and task forces.

Design, develop and implement new program initiatives to continue meeting the evolving needs of current and former foster youth, including volunteers, childcare and mental health.

Implement and lead a continuous quality improvement process throughout the program and service areas, focusing on systems/process improvement.

Promote regular and ongoing opportunities for all staff to give feedback on program operations.

Supervise all program areas new initiatives consisting of a team of approximately 20 with approximately 4-5 direct reports, working closely with senior program staff providing guidance, supervision, and professional development to all program management staff, and continuously improve and strengthen the structure of the programs department.

Guide and coach senior program staff to proactively engage in planning to improve program management, delivery for increased effectiveness and accountability.

Collaborate with the C-Suite on developing new program ideas, initiatives and pilot projects reflecting strategic plan and mission.

Under the direction of the CEO, engage the Board of Directors and the volunteers to bring the mission to action in meaningful ways.

Ensure Promises’ services are in compliance with all federal, state, funding, and city regulations, certifications, and licensing requirements.

Ensure updated and accurate program data is maintained in Salesforce.

Ensure the continued financial viability of Promises’ programs/services through sound fiscal management and development of innovative funding streams.

Prepare and submit an annual programs budget, manage effectively within this budget, and report accurately on progress made and challenges encountered.

Ensure the development and compliance of Standard Operating Policies and procedures, as it pertains to programs, consistent with the CEO’s policies and objectives.

Accountable for monitoring, analyzing, and reporting on progress and achievement of established outcomes/targets to inform programmatic decision making.

Develop and maintain good working relationships with public and private leaders and organizations leading to further development and partnerships.

Monitor emerging needs and remain apprised of changes in the foster care landscape and work with staff to recommend strategic course of actions.

Ensure that all services are high quality, effective and cost efficient, consistent with the Agency mission and Strategic Plan and meets the Agency’s moral and ethical standards.

QUALIFICATIONS:

Master’s degree in social work, psychology or related field (LCSW or equivalent License preferred)

Minimum of 10 years of successful leadership experience and positive track record in senior management in the non-profit sector, preferably foster care or related area, planning and managing multiple mission-driven programs.

Direct service experience required, with foster youth preferred.

Demonstrated experience developing, coaching, and retaining high-performing team members.

Demonstrated ability to create opportunities for team members’ professional development and ensure team members have the necessary skills, resources, and support to deliver high quality work.

Demonstrated ability to analyze and compile complex data for best practices, and planning and reporting purposes.

Proven results leveraging available resources and partnerships effectively to meet program objectives including programming, budgets, and grants.

Expertise in program development and management, with a sophisticated understanding of and interest in public policy (State, County, and City levels preferred).

Outstanding leadership, management and problem-solving skills.

Proficient in public speaking and giving presentations.

Deep experience in program budgeting and fiscal management.

Excellent interpersonal skills, including the ability to work with a variety of people and represent Promises2Kids in a positive and professional manner to all staff, visitors, donors, and the community.

Ability to successfully navigate in a fast-paced, outcomes driven and entrepreneurial environment.

Ability to work independently, demonstrate initiative, and to complete and report on assignments.

Ability to work under pressure, set priorities and meet deadlines.

Able to work as part of a close-knit team.

Ability to handle sensitive information with confidentiality, diplomacy and tact.

Ability to pay attention to detail and also remain oriented to the “big picture” and established goals.

Must be able to successfully pass the child abuse clearance, fingerprinting, and background check.

Must possess reliable personal transportation and meet insurance requirements.
