The Senior Project Development Manager - West Coast will drive projects during the development phase by directing project teams, interfacing closely with clients, and working with other DSD departments to secure deliverables required to reach Notice to Proceed (NTP). The Senior Project Development Manager will ensure execution of technical site development with a focus on Site Diligence, Interconnection, Incentives, Real Estate, Design/Engineering, and Permitting while ensuring a project is within schedule and cost assumptions.

Essential Responsibilities

Lead bidding and contracting for development partners/consultants under a turnkey vendor development, engineering, and permitting model.

Support Direct Origination and RFP teams with permitting pathway discussions, schedule, cost, and proposal narrative completion.

Support award kickoff calls to determine critical items, overall project risk, next step spend, and lean forward status.

Lead PM function during development phase until the project is handed over to the Construction PM.

Develop and manage project schedules and budgets using MS Project and Excel.

Contract external engineering/development consulting firms to perform tasks required to fully develop, derisk, and engineer a solar project from award to ministerial permitting.

Create POs and WOs and review approve/receive vendor invoices for payment.

Lead external and internal project meetings with clients and project teams to review critical items, project status, pending tasks, and next steps.

Hold meetings with the Authority Having Jurisdiction (AHJ) and/or third-party consultants for permitting activities and identify and confirm permitting path requirements and timelines.

Manage development partners/consultants, engineers, permitting expeditors, land use attorneys, etc., to compile all documents required to submit for, and obtain, required discretionary approvals/permits.

Perform QA/QC of incoming development and diligence deliverables.

Ability to travel and present at planning and zoning board meetings.

Work with legal counsel to complete title searches, identify easements and other encumbrances on the property, and cure title issues to secure site control.

Attend onsite customer meetings and site visits as needed.

Initiate and support value engineering conversations with engineers, vendors, and construction managers.

Submit FAA filings and follow through with approvals.

Work with the carport product manager to assist in site feasibility evaluation, design, and permitting activities for carport projects.

Interface with Pre-Construction, Construction, and Engineering teams during design to ensure constructability.

Ensure all project funding conditions precedent (CPs) are identified and completed.

Complete handoff to Construction PM after development is complete and NTP has been achieved.

Interfacing with DSD legal support teams to create contract amendments.

Support and opine on post NTP field changes that impact conditions of approval from lead agencies.

Qualifications/Requirements / Desired Characteristics

Experience in the solar, construction, or real estate industries, with experience developing C&I solar projects as behind and front of the meter with all major mounting product types (canopy, ground mount (fixed tilt, tracker, and ballasted), and rooftop).

Bachelor’s Degree in Engineering, Natural Resources, Planning, Construction Management, or related field.

Preferably located in San Francisco Bay Area with ability to occasionally travel to the downtown SF office.

Familiarity with SCE, PGE, SDGE, LADWP utility processes and timelines.

Familiarity with CA school district solar development and Division of State Architect (DSA) process.

Experience developing projects on roofs, parking lots, greenfields, landfills, and brownfields.

Experience managing high volume of projects at once to accomplish business objectives.

Exceptional communication skills.

Ability to work remotely and independently and be a self-starter.

High level of project construction knowledge and subcontractor relationships.

Ability to travel.

Ability to present articulately in front of customers and planning boards.

Understanding of solar contract methodologies including PPA, Cash, Lease.

Knowledge of how to derisk projects during the development stage.

Understanding of solar project economics and triggers that impact project valuation under a PPA.

Understand general solar utility interconnection methodologies, timelines, costs, and processes and how that typically impacts overall development schedules.

General real-estate development knowledge.

Demonstrated computer skills, including Microsoft Word, Project, Excel, Outlook, and PowerPoint.

Project management or other experience in power generation industries.

Experience dealing with federal, state, and local agencies for various permits and entitlements.

Knowledge of Salesforce, NetSuite, Procore, and SharePoint a plus.

Knowledge of solar and battery storage technology a plus.

Knowledge of project lifecycle cash flow forecasts a plus.
